Description
The Directorate of Contracting (DOC), Fort Campbell, KY, has a requirement for Phase Bay Maintenance Carts for 160TH Soar, Fort Campbell, KY. Equipment list is attached. The procurement will be conducted on a sole source basis in accordance with the statutory authority of 10 U.S.C. 2304 (c) (1) as implemented by FAR 6.302-1. The agency intends to enter into a firm-fixed-price purchase order with Handlings Systems in Nashville, TN. The basis for restricting competition is that Handling Systems is the sole manufacturer of these items. NAICS code for this procurement is 333999 and number of employees is 500. This sole source requirement will be procured under Simplified Acquisition Procedures and Other Than Full and Open Competition, and awarded on an unrestricted basis. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE OFFERS and solicitation will not be issued; however, any firm that believes it can meet the requirements may give written notification to the Contracting Officer within 10 days from the date of the publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with requirements listed. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion for the Government. See Numbered Note 22. If no responses are received, the Government will proceed with the source negotiation with Handling Systems. Responses are due by 21 July 2008, 3:00 P.M. (CST). Equipment list!! 0001 Aluminum Drive Shaft Part #DSC-5/1 This cart will be designed to store 5 long shafts and one short shaft. The storage positions will be interchangeable for all long shafts. The short shaft will only fit in the designated location. The contact surfaces where the shaft rides on the cart will have rubber wear strip to prevent scratching. Each end of the cart will have 2 drawers built into the frame. The size will be 54 long, 24 wide, and 36 tall. The construction will be aluminum. (1) Each 0002 Vertical Storage Door Cart Part #AVI0927E This cart will be designed to store 2 cargo and 2 crew doors standing vertically. The overall size will be 80 long, 71 tall and 44 wide. The cart will have 4 vertical panels standing 63 above the deck. This will form 3 storage compartments. The space between the panels will be 11.5 wide. The frame construction will be 45mm by 45mm (1.77 square aluminum strut. The contact surfaces will be covered celtex foam board to prevent scratches. Casters are to be 4 poly, all 4 swivels. (1) Each 0003 Rotor Head Cart Part # AVI0927A This cart overall size 48 wide by 48 long, height above floor to deck: 15, construction of frame: aluminum strut 1.77 thick by 5.9 tall, Top plate construction: aluminum, there will be crossbraces under aluminum plate to support, casters to be 6 poly, all 4 swivel with locks. A splined hub is to be supplied by customer for installation in the middle of the top side of the deck. (3) Each 0004 Swash Plate Cart Part#AVI09270 This cart overall size 39 wide by 39 long, height above floor to deck: 36, construction of frame: aluminum strut 1.77 thick by 3.54 tall, top plate construction: aluminum, top will be 36 above the floor, top will be covered with a rubber mat, casters to be 5 anti-static casters, all swivel. (3) Each 0005 Stabilator Storage Cart Part # AVI091503D This cart will be designed to store 1 complete stabilator disassembled with large sections standing vertical and midsection on a shelf or tray mounted to the top at one end. The overall size will be 80 long, 44.2 tall, and 38. wide. The cart will have 3 vertical panels standing 40 above the deck. This will form 2 storage compartments. The space between the panels will be 8 wide. The frame construction will be 45mm by 45mm (1.77 square) aluminum strut. The contact surfaces will be covered Celtex foam board to prevent scratches. Casters are to be 4 ploy, all 4 swivels. (5) Each 0006 Mid Section/Tail Support Part # AVI01214 This section stand to fit at rear of aircraft, capacity 20,000 lbs, Size 36 wide, 36.4 long, 30.00 tall to center of bottom of cradle. A curved support saddle to match radius of underside of aircraft at support location. Construction to be Bosch aluminum extrusion. Material size will be 90mm by 90mm (3.54 by 3.54). A saddle will be constructed of aluminum plate with radius cut to match the underside of the aircraft. Top edge of support will be covered with a rubber pad. (3) Each
