Description
Sources Sought Synopsis The Defense Threat Reduction Agency (DTRA), (hereinafter referred to as the Government) located at DTRA Annex 8725 John J. Kingman Road, MSC 6201, Fort Belvoir, VA 22060-3-6201, is currently conducting market research to determine sources for Man Portable Neutron Generators. The mandatory requirements are as follows: (1) no more than 50 lbs, and fit into a standard size overnight suitcase no longer than 30 inches, (2) Each unit shall have one D-D and one D-T tube (interchangeable), (3) The system (including tubes) shall have a guaranteed lifetime of 500 hours or better, (4) The neutron energy of D-T generator shall be on the order of 14MeV. The neutron flux of D-T generator shall be in excess of 108 neutrons/sec, (5) The neutron energy of D-D generator shall be on the order of 2.5MeV. The neutron flux of D-D generator shall be in excess of 106 neutrons/sec, (6) The neutron beam of both generators should allow continuous and controllable (1kHz to 15kHz) operations, (7) The unit should provide a gated output to synchronize the neutron pulses with external detection systems, (8) The outputs of the generators shall be variable up to ± two orders of magnitude, (9) The unit shall have an ability to mount external moderators, (10) (10) The system shall have the capability to run off both 110-240V AC: 50-60 cycle; and 24V DC: (e.g., automotive or marine type battery, With a minimum of 40 hours between charges, independently, (11) The unit shall have an emergency stop switch available on the controller and on a remote, (12) The unit must require less than 8 hours of training to use proficiently. Training for up to four people shall be provided by the vendor, (13) The vendor must provide DOT/IATA exemption document to ship via commercial airlines worldwide, (14) The vendor must provide detailed specifications of provided technical support. The estimated requirements are for three each generators with option over two years for five more. The vendor shall be able to make delivery no later than 90 days after contract award. The Government anticipates award of a contract on or before 30 Sept 2008. Interested vendors shall submit their qualifications within 15 days from the date of this sources sought no later than 4 PM Eastern Time. Qualified responses shall be added to the bidders list.
