- The Department of Homeland Security, Science and Technology Directorate, intends to award a contract on a sole-source basis in the amount of $159,714 on approximately 15 August 2008 for safety and efficacy studies related to the immunogenicity and safety of Rift Valley Fever (RVF) molecular vaccine candidates in mice to be conducted at the National Center for Foreign Animal and Zoonotic Disease Defense (FAZD Center). The authority for this sole source award is FAR 6.302-1 - there is only one source that can provide these services and products to DHS. The contract will be awarded to the National Center for Foreign Animal and Zoonotic Disease Defense (FAZD Center) located at: International Laboratory of Molecular Biology for Tropical Disease Agents (ILMB) University of California-Davis Davis, CA 95616 Department of Microbiology and Immunology University of Texas Medical Branch at Galveston (UTMB) Galveston, TX 77555-1019 Department of Microbiology and Immunology University of Texas Medical Branch at Galveston (UTMB) Plum Island, NY 11957 Pursuant to the authority of FAR 6.302-1 cited above, the FAZD Center possesses the unique knowledge and understanding of the requirements associated with the vaccine. The vaccine candidate is also subject to proprietary regulations. The period of performance for this requirement is from the award date through September 30, 2009. The deliverables under this contract will be (1) determine if RVF molecular vaccine candidates are safe in immunocompetent mice; (2) determine if RVF molecular vaccine candidates induce virus strains; and (3) determine if RVF molecular vaccine candidates cause a viremia in mice. This notice is NOT a solicitation for proposals or quotations; however, any entity that believes it has the expertise and licensure necessary to perform the required services may submit a letter via e-mail to the Contracting Officer identifying their interest in the requirement and their capabilities. The determination to compete this procurement based on responses to this notice is solely within the discretion of the Contracting Officer.
