Description
This is a competitive combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. Solicitation No. DTRT57-08-Q-80098 is issued as a Request for Quotation (RFQ). This solicitation is being conducted under Simplified Acquisition Procedures (SAP), FAR Part 13.5 and FAR Part 12. This solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 2005-26. The NAICS Code is 336999 and the Small Business size standard is 500 employees. This sole source announcement constitutes the only solicitation. A written solicitation will not be issued. The Government intends to award a Firm Fixed-Price Purchase Order on a competitive basis. The Volpe National Transportation Systems Center (Volpe Center) has a requirement to purchase crane rental services for 3 months. The Statement of Work is as follows: Introduction This Statement of Work requires the provision of heavy lift services to support U. S. Department of Transportation (US DOT) testing of loaded semi and double axle commercial trailers in Hanna, Alberta and the surrounding area. Requirement Provide a minimum 60-ton capacity crane with operator and one rigger to safely lift commercial trailers during US DOT testing. The full scale testing will be quasi-static (no tractor attached). The commercial trailers will weigh between 25,000 and 50,000lbs when fully loaded. The crane must be capable of lifting either one end or side of the trailer to an angle of 40 degrees measured with the ground (maximum height approximately 30 feet). In order to lift the trailer smoothly and prevent it from twisting when being raised and lowered, the crane must be equipped with two and four point bridles. The bridles should consist of a wire rope and pulley system connected to a 12? spreader bar. When requested, the contractor shall provide a minimum 10,000 lb capacity forklift to assist with loading trailers. The rigger provided with the crane will be required to operate the forklift. Schedule The crane operator and rigger will be required to work eight to twelve hour days Monday through Sunday onsite to support US DOT engineers in this activity. Testing is expected to take place over maximum seven consecutive days, weather permitting. The number of test locations will be kept to a minimum to reduce travel time and expenses for equipment and personnel. The Volpe Center will provide at least three (3) days notice before services are required. Deliverables When requested provide minimum 60-ton capacity mobile crane with operator and experienced rigger and 10,000 lb capacity forklift to support Volpe Center testing activities in the Hanna, Alberta Canada area. Period of Performance The period of performance will run from 8/1/2008 through 10/31/2008. ATTENTION: Small and Disadvantaged (SDB), Women-Owned, and Disadvantaged Business Enterprises (DBEs). The Department of Transportation's (DOT) Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation-related contracts. The Maximum line of credit is $750,000. The STLP loan has a variable rate, which is connected to the prime rate.
