Description
NAICS Code: 541620 The U.S. Environmental Protection Agency (EPA) Office of Air and Radiation (OAR) Clean Air Markets Division (CAMD) in Washington, DC intends to issue a sole-source twelve (12) month contract extension for the existing environmental monitoring network called Clean AirStatus and Trends Network (CASNET) with MacTec of Gainesville, Florida, on contract number 68-D-03-052, that expires on July 29, 2008, under the authority of Federal Acquisition Regulation (FAR) 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. This contract currently has 84 monitoring stations in 32 states, which provides electronic quality and meteorological data to the EPA on a daily basis, consolidates and submit data from sites operated by the NPS (National Park Service), and archive and manage over 100 million data records representing all data collected by the CASTNET program since 1987 in a central database for analysis and reporting. In addition, this contract requires quality assurance and quality control data to the EPA that are necessary for documenting bias and precision of network instruments and protocols, instrument calibrations, quality assurance checks, data coding, and documentation of procedures and protocols; purchase and testing of all sample media and supplies; analysis of all samples; laboratory quality control samples, blanks, calibration standards, filter production-lot acceptance testing and performance evaluation samples; laboratory data entry; and storage and archival of all sample extracts and filter media. Support also covers data management, analysis, storage, validation; and equipment repair and maintenance. MacTec is the only responsible source to continue to satisfy the Government's requirement of monitoring the CASNET system to avoid any disruption in operation of the network that would seriously impair the Agency's ability to characterize trends in deposition levels and atmospheric concentrations of air pollutants and their precursors for 2008 and years to come. The 1990 Clean Air Act Amendments (CAAA) contain specific statutory language requiring the monitoring and data supplied by CASTNET for program assessment. CASTNET tracks real-world environmental results over time and space as emission reductions take place. Since atmospheric changes occur very slowly and trends are often obscured by the wide variability of measurements and climate, numerous years of continuous and consistent data are required to overcome this variability. Furthermore, a disruption in service would be cost prohibitive for the EPA to shut down and secure the monitoring stations. Any firm that believes it is capable of satisfying the EPA's requirements on July 30, 2008, without any disruption in the operation of the CASNET network and to the integrity of the data at no additional cost to the Government, may submit a written request within 15 days of this announcement to Nicole Schuller, Contracting Officer, at schuller.nicole@epa.gov. The estimated value of this twelve month extension is $5.5 million. The EPA is working to issue this contract competitively and a Request For Proposal is expected to be released on or before August 1, 2008, for the implementation of a new contract to satisfy the CASTNET program. A determination not to compete the requirement based on responses to this notice is solely within the discretion of the Government.
