Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Government intends to award a Firm-Fixed Price contract using FAR Part 12. The solicitation reference number is HSC23-08-R-HCAF18. This requirement is issued as a Request for Proposal (RFP). This RFP and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-26. This solicitation is not set aside for small business. The associated North American Industry Classification System (NAICS) code is 812930. The anticipated date for contract award is September 1, 2008. QTY: ____ UNIT OF ISSUE: MO UNIT PRICE: $_______ TOTAL: $ ________ The contractor shall provide: (a) secure self-park surface parking lot parking spaces or garage parking spaces. (b) located at (To be replaced with exact address of leased facilities- see “Delineated Area/Place of Performance” for restrictions) (c) Permit holders shall have access to the parking facility with drive-in/drive-out capabilities (Valet and stacked parking are not acceptable) twenty-four (24) hours per day, seven (7) days a week (including holidays). (d) Government authorized personnel under the terms of the lease must include access control to the parking lot (i.e. access via parking lot attendants, an electronic keypad, or a card reader system to operate an automatic gate with an automatic exit sensor.). If a card reader system is used, the Contractor shall issue keys to USCG. If number pad is used for access, USCG will control the numbers. (e) The facility shall be monitored by a garage attendant, at a minimum, between the hours of 6 am and 5 pm. (f) The entire premises offered to the Government shall be paved, striped, graded for proper drainage, well lighted, and be handicapped accessible in accordance with all Federal, State, and local regulations. (g) Parking area shall be kept clean and maintained. (h) Parking areas available on a 24 hour basis must be lit from sunset to sunrise. (i) The Lessor shall provide at no additional cost to the Government all maintenance and utilities for the parking lot, to include but not limited to maintenance of the fence and gates, sweeping, trash removal, snow removal, lighting, and repairing potholes in excess of 4 inches in diameter or in excess of 1 ½ inches deep within 30 days of notification by the government or discovery. (j) The Lessor shall provide a monthly report on usage and any incidents related to security or safety of personnel. (k) The parking structure shall have a clearance of at least (TBD). Date of delivery and acceptance: The Coast Guard intends to make awards effective 1 September 2008, and reserves the right to make multiple awards for additional or overflow parking spaces that are available on or after 1 September 2008. The government understands that some parking spaces may not be available at the start of the lease due to prior agreement. Therefore, Offerors are encouraged to submit proposals that include less than the full capacity of offered spaces at the start of the base year so long any additional spaces proposed are identified month by month and pricing information identifies discounts and/or rate changes. Offers of CLINs for option periods are assumed to include parking unit’s availability for all twelve months of the option year. Delineated Area/Place of Performance: Vehicular parking lot access must be located between Q Street S.W., Washington D.C. and USCG Headquarters at 2100 2nd St. S.W., Washington, DC. The lot must provide secure pedestrian access and egress to any point between the north side of S Street S.W. Washington DC and 2100 2nd St. S.W., Washington, DC, or any point along South Capitol S.W. between its intersections with Water Street and S Street S.W., Washington, District of Columbia 20593. The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The following addendum has been attached to this provision: Offerors must address each of the technical requirements as outlined in section one a through j. Offerors’ submissions must include the following information: Dun & Bradstreet Number (DUNS); North American Industrial Classification System (NAICS) Code; Contact Name; Contact Email Address; Contact Telephone and Fax Number; Complete Business Mailing Address. Offerors must submit the name and contact information of at least two relevant past performance references. Each quoter shall submit Pricing as a separate document that may include the format shown in CLIN Detail above. Non-contiguous (separate) parking lots will be awarded as separate CLINs and Contractors should include detailed information for each lot and quantity discounts that apply. For each lot proposed, provide the location, number of spaces, monthly price, and total price per annum for the lot (for example: Address 1, 250 space lot, $___/month, $___/yr; Address 2, 125 space lot, $___/month, $___/yr; Address 3, 75 space lot, $___/month, $___/yr; a discount of ___% applies for a lease that includes all lots.). The Government may make multiple awards from this solicitation and reserves the right to make split awards based on evaluation criteria. Note that Base year CLINS are numbered 0001 and 0002, Option year 1 CLINS are numbered 1001 and 1002, Option year 2 CLINs are numbered 2001 and 2002, etc.. Any additional CLINS will follow this numbering format and may be added as required. Proposals must include any restrictions or limitations on use/availability along with specific lot diagrams/descriptions and Strategic Management Plans for each lot proposed. Fixed monthly rates shall include all costs and fees. The provision at 52.212-2, Evaluation – Commercial Items, applies to this acquisition. The following factors shall be used to evaluate offers: Technical Capability with emphasis on security/distance/accessibility/availability, Past Performance, and Price. Technical Capability and Past Performance, when combined, are significantly more important than price 52.212-3 Offeror Representations and Certifications—Commercial Items. The Federal Acquisition Regulation requires offerors to complete Representations and Certifications through the Online Representation and Certification Application (ORCA) at least annually as of January 1, 2005. Owners and Authorized Agents: Proposal submissions by other than a property owner must be accompanied by a letter from the owner demonstrating that the offeror is authorized by the owner to enter into a lease agreement with the government for the base period and all option periods. Proposals should address and will be evaluated on the following in order of precedence: 1.Security, Safety, and Risk mitigation: Safety and security of personnel, property, and vehicles while in parking facilities, and during transit from parking area to building(s). Provide a plan to address safety issues including security features, egress during inclement weather, lighting, or other factors. 2.Strategic Parking Management Plan: Demand management, parking enforcement, hours of operation and any limitations, facilities maintenance programs (i.e. mitigation plan for equipment malfunction of automatic style gates, lighting, snow removal, etc.), and Customer Service Programs and Special Parking Programs (overflow areas or other special features to handle oversized vehicles such as commuter vans, trucks, etc.).. 3.Price.
