Description
The Government intends to solicit and negotiate on a sole source basis with ATMOS Research and Consulting, 5010 91st St., Lubbock, TX, 79424-4800 for the following: multi-model downscaling and analysis of high resolution climate projections for the continental United States for NOAA's National Climatic Data Center, 151 Patton Avenue, Asheville, NC. Based on simulations from 16 of the atmosphere‐ocean general circulation models (AOGCMs) contributing to the IPCC AR4 PCMDI database for the SRES A2 (mid‐high) and B1 (lower) emission scenarios, the contractor shall: 1. Evaluate the range of projected changes in seasonal temperature and precipitation over the continental United States. 2. Use monthly downscaled fields to drive daily simulations by a well‐established hydrological modeling framework. 3. Evaluate the range of projected changes in growing season, snow cover, soil moisture, and long term drought over the continental United States. Deliverables shall consist of: Analysis of projected changes in seasonal and annual temperature and precipitation as simulated by 16 of the IPCC AR4 AOGCMs for four time periods: historical reference (1971‐2000); near‐term (2010‐2039); mid‐century (2040‐2069); and end‐of‐century (2070‐2099). 2. Dataset of daily climate and hydrological output fields at 1/8th degree resolution for the period 1950‐2100 for the SRES A2 and B1 emission scenarios for multiple AOGCMs (up to 16), covering the contiguous United States. 3. Analysis of projected changes in growing or frost‐free season; snow cover; and longterm soil moisture deficits. Averages shall be calculated for four time periods: historical reference period (1971‐2000); near‐term (2010‐2039); mid‐century (2040‐2069); and end‐of‐century (2070‐2099). Period of performance is August 1, 2008 through October 1, 2008. In order to comply with the debt collection improvement act of 1966, all contractors must be registered in the Central Contractor Registration (CCR) to be considered for an award of a federal contract. The FSC for this is F999 and the NAICS Code is 541690, small business size standard is $6.5 million. The government intends to award a firm-fixed price purchase order for this requirement. ATMOS Research and Consulting is the only known source capable of providing the required deliverables within the required timeframe. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit a proposal. This notice of intent is not a request for competitive proposals. However, all proposals received by 8:00 A.M. July 28, 2008 will be considered by the government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to perform the required work. Responses to this notice, if any, must show clear and convincing evidence that competition would be advantageous to the government.
