Description
NASA/GSFC intends to award a sole-source contract extension to SiemensCommunications, Inc. pursuant to 10 U.S.C 2304(c)(1), Only One Responsible Source, insupport of NASA's Goddard Space Flight Center (NASA's GSFC) Information Technology andCommunications Directorate (ITCD). This procurement is to extend Contract NAS5-02032 for a period of up to 8-months from August 1, 2008 through March 31, 2009 andincrease the maximum ordering value in order to allow sufficient time to award thefollow-on procurement. The ITCD is currently working to refine their requirements in order to go forward withthe most efficient and effective set of requirements for the follow-on to the currentTelecommunications Maintenance and Operations Support Services contract. This extensionwill allow for a continuation of current delivery orders issued, for modifications toexisting delivery orders, and for new work until the Telecommunications Maintenance andOperations Support Services follow-on contract is awarded. The contract extension andmaximum ordering value increase are necessary in order to ensure program continuity andcritical mission support and to avoid significant technical and programmatic impacts toGSFC. The current contractor provides the following highly specialized mission criticalservices to NASA's GSFC ITCD: Responsibility for the continued day-to-day operation andmaintenance support for the interconnect telecommunications system (ITS) which consistsof six (6) Siemens Hicom 300 H Version 1 System Communications Servers, Phonemail,Automatic Call Distribution (ACD), Interactive Voice Response(IVR) System, Hicom DomainManagement System (HDMS) Modular, Information Management System (Comsoft), and theUninterruptible Power System (UPS); relocating existing equipment; performing newinstallations; providing new system design, testing and documentation, cable plant, andmaintenance of ITS related data bases at the Greenbelt, MD site. At the Wallops FlightFacility site, Wallops Island, VA, the current contractor is responsible for continuedday-to-day operation and maintenance support for two (2) Siemens Hicom 300 H Version 1Communication Servers (one located at the Main base and the other located at WallopsIsland), Phonemail, HDMS, the Information Management System (Comsoft) and the UPS. Due tothe time and substantial duplication of costs involved in procuring and phasing inanother contractor, Siemens is considered the only contractor capable of meeting NASA'sGSFC needs given the short period of performance for the extension. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact no later than 4:30 PM. local time onJuly 26, 2008. Such capabilities/qualifications will be evaluated solely for the purpose of determiningwhether or not to conduct this procurement on a competitive basis. A determination bythe Government not to compete this proposed effort on a full and open competition basis,based upon responses to this notice, is solely within the discretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
