- THIS IS AN INTENT TO SOLE SOURCE ANNOUNCEMENT PURSUANT TO FAR 6.302-1. THIS CONSTITUTES THE ONLY WRITTEN NOTICE, NO OTHER NOTICE OR SOLICITATION SHALL BE ISSUED AS A RESULT OF THIS NOTICE. The NAICS Code for this acquisition is 541519 Other computer Related Services with a Size Standard of 6.5M The U.S. Census Bureau (USCB), Information System Support and Review Office (ISSRO) Divison has a follow-on requirement for the procurement and use of the Blaiseョ computer assisted interviewing authoring software developed by the Statistics Netherlands. WESTAT, Inc. of Rockville, Maryland has been granted sole rights by Statistics Netherlands to sell the Blaiseョ software as a distributor /reseller within the United States of America (USA). Within its mission, ISSRO has the responsibility to produce highly complex demographic and longitudinal automated survey questionnaires using Microsoft Windows7 based questionnaire-authoring software. The software functionality requirements are as follows: 付he software must be Graphical User Interface (GUI) based 付he software, both the development environment and the resulting automated questionnaires, must run on current Windows operating systems (Windows 2000 and later versions) 付he system architecture must be open so that it can be integrated easily with existing systems and software 品t must provide the ability to shell out of an automated questionnaire - launch and pass data between an application developed in another language 品t must be fully integrated so that multiple software packages do not need to be used in the development environment in order for the product to function properly 品t must be able to support multiple languages 品t must have a user friendly development environment 品t must be a widely used package by other large statistical agencies 品t must be able to handle complex navigation both forward and back 品t must be able to support dynamic fills of text 品t must be able to handle complex edit rules 品t must have the ability to manage grids 品t must support multi-mode surveys (CATI, CAPI, CADE etc.) 品t must provide screen layouts that can be customized 品t must be able to store data and produce data output in a file format 品t must provide the ability to break up authoring into modules and allow for the re-use of code 苗omplete documentation must be available, that is updated on a regular basis 付raining and support services must be available 付he product must be backed with long-term, committed development plan that adapts to changes in technology The continued use of the Blaiseョ software is anticipated to meet the Government's need for a software license with the system functionality requirements described herein that will assist with the authoring and production of automated survey questionnaires and listing instruments that will be used by USCB interviewers to collect data for the demographic and economic surveys that the USCB conducts. THE GOVERNMENT KNOWS OF ONLY ONE SOURCE: WESTAT, Inc. 1650 Research Boulevard, Rockville, MD 20850-3195 The period of performance shall be one (1) year from the date of award plus four (4) option periods. The government anticipates awarding a fixed price contract using FAR Part 15 Negotiated Competitive Procurement procedures. Interested parties may submit information in accordance with this announcement, which will be considered, within 15 days of the posting of this announcement. As a result of analyzing responses to this synopsis of intent, the Contracting Officer may determine that the action may be competed. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
