- This is a COMBINED SYNOPSIS/SOLICITATION for commercial service prepared in accordance with the information in FAR Subpart 12.6, as supplemented with the additional information included in this notice. This announcement is the only solicitation; proposals are being requested and a written solicitation will not be issued. The Solicitation number is 154246 and is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-23. The NAICS code is 812930 and the size standard is $6.5 million. This requirement is unrestricted and does not have a set-aside. This acquisition is firm-fixed price. The description and specification provided herein, is essential to the Governments requirement. The Government intends to award a multiple award contract to the responsible offeror(s) whose offer conforms to the requirements as stated in this synopsis and is most advantageous to the Government made in the following order: (1) lowest price; and (2) proximity to address. The offeror should bid on the location(s) in which the offeror can meet the requirement(s). The U.S. Secret Service has a requirement for 236 parking spaces for vehicles: 115 reserved/121 unreserved (sedans/mini-vans) for various locations. The parking garage must be in an indoor garage with access/egress control (attendant during operating hours). Locations are as follows: (note: line items are based on different locations) Line Item (1.): For 1724 F Street, N.W., 6 spaces (all unreserved) are needed and twenty-four (24) hour access is a requirement. This access should be by any means (attendant, key card, access key, etc.) at no additional cost to the Government. The parking garage must be within the following radius: North to H Street South to C Street East to 15 th Street West to 20 th Street Line Item (2): For 1700 Pennsylvania Avenue, N.W., 34 spaces (11 reserved/23 unreserved) are needed and twenty-four (24) hour access is a requirement. This access should be by any means (attendant, key card, access key, etc.) at no additional cost to the Government. The parking garage must be within the following radius: North to I Street South to E Street East to 15 th Street West to 20 th Street Line Item (3): For 950 H Street, N.W., 92 spaces (22 reserved/70 unreserved) are needed and twenty-four (24) hour access is preferred. This access can be by any means (attendant, key card, access key, etc.) at no additional cost to the Government. The parking garage must be within the following radius: North to K Street South to E Street East to 7 th Street West to 12 th Street Line Item (4): For 725 17 th Street, N.W., 15 spaces (all reserved) are needed and twenty-four (24) hour access is a requirement. This access should be by any means (attendant, key card, access key, etc.) at no additional cost to the Government. The parking garage must be within the following radius: North to K Street South to E Street East to 15 th Street West to 20 th Street Line Item (5): For 1111 18 th Street, N.W., 89 spaces (67 reserved/22 unreserved) are needed and twenty-four (24) hour access is a requirement. This access should be by any means (attendant, key card, access key, etc.) at no additional cost to the Government. The parking garage must be within the following radius: North to N Street South to I Street East to 16 th Street West to 21 st Street The parking spaces should be within a commercial parking garage, with guaranteed twenty-four (24) hour access. The garage must be available for Secret Service use seven (7) days per week, twenty-four (24) hours per day, and 365 days a year. Self- parking capability is required. The garage parking space must be clean, free of rubbish and garbage on the floor and parking spaces. The garage must have preventive measures to keep garage free from mice, rats, snakes, and other unsafe rodents. The garage must be free of water standing in floor parking area. The garage must be well lighted for security reasons. The contract will be priced per vehicle, per month and the term shall include one based period with four-one year options. The period of performance is as follows: Base Period: October 01, 2008 though September 30, 2009; Option Year (1): October 01, 2009 through September 30, 2010; Option Year (2): October 01, 2010 through September 30, 2011; Option Year (3): October 01, 2011 through September 30, 2012; Option Year (4): October 01, 2012 through September 30, 2013. The following FAR provisions and clauses apply to this solicitation and are incorporated by reference: 52.204-7 Central contractor registration (JUL 2006) 52.212-1 Instructions to Offerors-Commercial Items (SEP 2006); In accordance with FAR 52.212-2, All quotes shall be evaluated based on price. 52.212-3 Offeror Representations and Certifications-Commercial Items (NOV 2006) ALTERNATE I (APR 2002) (The offeror shall complete the annual representations and certification electronically via the ORCA website at http://orca.bpn.gov.After reviewing the ORCA database information, the offeror verifies by submission of this offer that the representation and certifications currently posted electronically at FAR 52.212-3, Offeror Representations and certifications - Commercial Items, have been entered or updated in the last 12 months, are current, accurate, complete, and applicable to this solicitation (including the business size standard applicable to the NAICS code referenced for this solicitation), as of the date of this offer. Awards will be made in single increments. Offeror(s) must acknowledge that they can meet the US Secret Service need for parking if the requirement increases or decreases for the base and option years. All proposals must include; 1) a unit cost for each line item 2) Company Information (address, telephone number, point of contact), 3) Tax Identification Number, 4) Dun & Bradstreet Number, 5) completed and signed copy of the FAR 52.212-3, Representations and Certifications.
