- Description
- The NATO Maintenance and Supply Agency (NAMSA) intends to advertise for International Competitive Bidding (ICB) on works and services authorized by the NATO Infrastructure Committee. Eligible firms will be invited to provide bids on the provision of a hazardous and environmental spill response trailer. This procurement is a subproject of Project 5HQ27010, Ancillary Equipment Required for the Combined Joint Task Force (CJTF). The bidders list for this ICB will include registered firms identified from the NAMSA Source File as well as additional bidders nominated by NATO member nations in response to this Notification of Intent. NAMSA intends to use the one step, two envelope ICB procedure. Partial bidding is not allowed. The reference for this Invitation for International Bids (IFB) is 5HQ27010-1B. The U.S. Department of Commerce will be using the same reference. Security Level Required: NATO UNCLASSIFIED BIDDING PROCEDURE The U.S. Department of Commerce does not serve as the contracting agency for NATO projects. Its role is to approve for bidding those firms of NATO-member nations with a facility located within the United States. Only firms approved by the U.S. Department of Commerce will be allowed to bid. Please visit the following website for instructions on applying for approval to bid on NATO projects: http://www.bis.doc.gov/defenseindustrialbaseprograms/OSIES/NATOprograms/index.htm With the exception of those firms already identified as potential sources from the NAMSA Source File, firms must be nominated to the bidders list with the required Declaration of Eligibility (DOE). A firm that has been approved for bidding on NATO projects must request that the U.S. Department of Commerce issue the required DOE for each project on which the firm wishes to bid. The DOE is used to nominate the firm to the Bidders List for a particular project. The NATO contracting agency will not accept requests for nomination received directly from firms. Firms added to the bidders list will be contacted directly by the NATO contracting agency when the IFB has been issued. IMPORTANT DEADLINES 1. Final date for the U.S. Department of Commerce to submit a Declaration of Eligibility on your behalf: 01 August 2008 2. Intended date for distribution of the IFB package: not later than 08 August 2008. Bidders will be allowed not less than 84 days to reply to the IFB. 3. Anticipated closing date for receipt of bids: TBD. The bids received in response to the IFB will be valid for a period of 180 days. 4. Anticipated contract award date: TBD
