- DRAFT REQUEST FOR PROPOSAL FOR CHEMICAL BIOLOGICAL MASS SPECTROMETER (CBMS) THIS IS THE DRAFT RELEASE OF REQUEST FOR PROPOSAL (RFP) W911SR-08-R-0035 AND PERFORMANCE SPECIFICATION FOR THE CHEMICAL BIOLOGICAL MASS SPECTROMETER (CBMS). NO PROPOSALS ARE REQUESTED AT THIS TIME. WHEN THE FINAL SOLICITATION IS RELEASED IT WILL INCLUDE ALL NECESSARY INFORMATION AND ATTACHMENTS. The CBMS requirement is for technologies and/or methods for detecting and identifying liquid chemical warfare agents and toxic industrial chemicals on the ground, and aerosolized biological warfare agents (objective) in support of the NBC Reconnaissance Platforms, specifically to include the Stryker NBC Reconnaissance Vehicle (NBCRV) and the Joint NBC Reconnaissance System Increment 1 (JNBCRS 1) Light Armored Vehicle (LAV). These documents are provided solely for informational purposes. They may be revised and offerors are cautioned to ensure that they use the final version of these documents which will be posted when the official solicitation is issued. No hard copy of this solicitation will be issued. Amendments, if any will be posted at the same location as this RFP. It is the responsibility of those respondents to obtain all amendments and applicable documents. The final RFP is scheduled for release on or about August 13, 2008. This will be the controlling document for preparation and submission of proposals. The Joint Program Manager for Nuclear Biological and Chemical Contamination Avoidance (JPM NBC CA) will host a pre-proposal conference relating to the Chemical Biological Mass Spectrometer (CBMS) effort on Monday, 21 July 2008, from 2:00 PM to approximately 4:30 PM, to provide interested parties with additional information and solicit feedback. The conference will be held in Room 134, Building 3330 in the Edgewood Area of Aberdeen Proving Ground, Maryland. All firms interested in attending the conference should provide the company name and attendee names to the contract specialist, Ms. Jillian Morra, via email Jillian.Morra@us.army.mil or faxcom 410-306-3873. This information should be provided no later than 17 July 2008. A limit of two (2) individuals per company may attend. The conference will include an overview by the Joint Program Manager Nuclear Biological Chemical Program Office and briefs on the mission and an overview of the proposed solicitation. A question and answer forum will be conducted after the government briefings. The government will consider all comments and questions previously submitted and provide answers at the conference, as time permits. One-on-one discussions between government and industry representatives will not be conducted. All potential offerors questions will be considered when preparing the final RFP. The presented material will also be available on the following website: https://abop.monmouth.army.mil/. All questions and answers will be posted on the Interactive Business Opportunities Page (IBOP) website. All parties interested in this acquisition are invited to access information from the IBOP at the following web address: https://abop.monmouth.army.mil/. You can register for a user ID and password on the IBOP website. Please utilize (732) 532-5246 or (732) 532-1840 numbers for IBOP Help Desk for assistance. Logon and view by Army Contracting Activity, Pre-Award category, then select RDECOM Acquisition Center. A day pass will be required to access the Edgewood Area of Aberdeen Proving Ground for all individuals attending the CBMS conference and must process through the Visitor Center at the Route 24 Gate. To obtain a Day Pass, an individual must present a valid Driver's License or photo ID (i.e. passport) and a vehicle registration document. Individuals without these documents will be denied entrance to the Edgewood Area. All vehicles are subject to search by Security Personnel. Cameras and tape recorders are not authorized on post. Individuals are highly encouraged to schedule their arrival time accordingly since there is limited parking space at the Visitor Center. Directions to Aberdeen Proving Ground, Md - Edgewood Area : From Baltimore Washington International Airport (BWI) Take I-95 North through the Fort McHenry Tunnel. Stay on I-95 to Exit 77A. Turn Right on MD-24 and travel South approx 3 miles directly to the Guard Gate to APG-Edgewood Area. From Harrisburg: Take I-83 south to Route 695, Baltimore Beltway. Go east on 695 to I-95 North. Take I-95 North to Exit 77, Edgewood, then follow route MD-24 South directly to the Guard Gate to APG-Edgewood Area (about 3 miles). From Philadelphia, PA: Take I-95 South to Exit 77, Edgewood, then follow route MD-24 South, directly to the Guard Gate at APG-Edgewood Area (about 3 miles). Industry day will be conducted in building 3330 Enter through the main gate on Route 24, at first traffic light, turn left onto Magnolia Rd, pass through next traffic light to remain on Magnolia Rd that will turn into Ricketts Pt. Rd. Airfield will be on your right side. Park in the only big parking lot on the right side. E3330/E3331 is the beige building located across the street from this parking lot. Please submit in writing, all questions pertaining to this draft RFP to Jillian Morra, Contract Specialist at jillian.morra@us.army.mil or by mail to US Army RDECOM Acquisition Center, Edgewood Contracting Division, E4455 Lietzen Road, Attn: AMSRD-ACC-E, Aberdeen Proving Ground, MD 21010-5401. Questions will be accepted not later than 1630, 17 July 2008. No questions will be accepted after 17 July 2008 and will not be answered by telephone.
