Description
The Department of Health and Human Services (DHHS) intends to negotiate with the National Council for Community Behavioral Healthcare Inc. on a sole source basis, to consolidate learning’s from various initiatives and to build urgency within the mental health delivery system for the need to embrace performance improvement technologies and approaches. The period of performance will be September 30, 2008 – September 29, 2009. The Government intends to negotiate with only one source under the authority of FAR 13.106-1(b)(1). This procurement is under the Simplified Acquisition threshold and will be awarded as a Simplified Acquisition. The recent IOM report, “Improving the Quality of Health Care for Mental and Substance-Use Conditions: Quality Chasm Series”, found that the quality improvement infrastructure for mental health and substance use is significantly underdeveloped compared to general health care. The application of quality improvement methods at the site of mental health and substance use treatment and support is rare and most providers have little training or experience with quality improvement efforts. Additionally, although there is talk about outcomes and performance, few understand the value of measurement and even fewer give priority to establishing effective systems that monitor key decision-making variables. Additionally CMHS has contracts in place with NIATx and the Mental Health Corporations of America (MHCA) to test performance improvement initiatives. Building on this work, CMHS will now work with the National Council for Community Behavioral Healthcare to work across these and other initiatives to consolidate learning’s from these various initiatives and to build urgency within the mental health delivery system for the need to embrace performance improvement technologies and approaches. The National Council for Community Behavioral Healthcare (NCCBH) represents the nation’s community mental health centers – mental health and addictions treatment providers with a community mission to provide care to all who need it, regardless of their ability to pay. Their 1,400 plus member organizations provide safety-net services to 6 million children, adults, and families in communities across this country. NCCBH is the only national organization that represents all of these providers, it has direct access to the provider community, and, as a result of its activities, is in a unique position to provide the requested information expeditiously to SAMHSA. Having NCCBH provide information on these important issues will save CMHS time and personnel resources. SAMHSA does not have the access to this population of providers and would otherwise need to expend considerably more time and money collecting this information directly. The purpose of this synopsis is to determine whether there may be other sources with the necessary expertise, qualifications, and experience to perform the work described above. Any source capable of performing the work should submit a statement of capabilities with documentation supporting its ability to meet the Governments requirement as articulated above. This notice of intent is not a request for competitive quotes. No solicitation document is available. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
