Description: The 30th Contracting Squadron, Vandenberg AFB, CA intends to award a sole source procurement to the NTI Group, Inc. to provide the following: CLIN 0001 1 EA Services, Non-personal: Contractor to furnish all labor, tools, parts, materials, equipment, facilities, transportation and supervision necessary to provide: Web-based mass notification system. System must be capable of generating at least 3,000,000 million sixty (60) voice-mail messages in one hour; send over 1,000,000 time sensitive calls within and twenty-four (24) hours period; does not require any additional hardware, software or phone lines to be purchased; must be fully independent of the Base's IT hardware and telecommunication system; initiate at least 1,000,000 email and email-based text messages (SMTP) per hour; at least 1,800,000 SMS text messages (SMPP) per hour; capable of deliverying emergency messages to an estimated twelve-thousand personnel in eleven minutes. Service must also be completely implemented into the system 30 ARO. Service must be capable of providing twenty-four (24) hour support and provide unlimited calling for all mass notification at unlimited use, fixed flat rate price. Service must also use "Call List Importer" feature, or equal, allowing customer to create an unlimited number of groups. Service must be able to store at least 3 phone number, 2 email addresses, and one SMS phone number for each contact. Providers must have at least a 99% uptime during scheduled and un-scheduled maintenance. Service must be fully compatible with "Common Alerting Protocol Version 1.1 and be updated at a minimum of once every month at no additional cost. The applicable NAICS for this acquisition is 423430 with a business size standard of 100 employees. The proposed contract is for services for which the Government intends to solicit and negotiate with only one source under the Authority of FAR 13.106(b). This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within 10 business days (NLT 21 July 2008 4:30PM PST) after date of publication of this notice. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
