- This is a combined synopsis/solicitation for services in which the government intends to acquire in accordance with FAR Part 13, Simplified Acquisitions Procedures. Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service, Northwest Region located in Portland, OR has a requirement for a contractor to assist in the development and implementation of recovery plans through non-regulatory mechanisms. In order to successfully implement recovery plans, habitat restoration and conservation must occur on private lands. Because these actions are voluntary, NOAA Fisheries Service needs to understand existing incentives (e.g., tax credits, grants, certifications, etc.), and we need to be able to successfully market these incentives to private landowners. In the Innovative Recovery Implementation Project, contractor will develop a strategy for successfully marketing existing incentives to achieve recovery plan goals for habitat conservation/restoration in one watershed. The strategy may include the development of partnerships and present the strategy at two Northwest Region staff workshops. The contractor shall perform the following tasks: <!--[if !supportLists]--> · <!--[endif]-->Work with NMFS to develop a project schedule, including project milestones. <!--[if !supportLists]--> · <!--[endif]-->Help NMFS identify a target watershed where the strategy will be developed. <!--[if !supportLists]--> · <!--[endif]-->Survey a small group of selected landowners in the target watershed to learn what incentives may be effective. NMFS will be able to help select landowners and provide contact information. <!--[if !supportLists]--> · <!--[endif]-->Develop a strategy for successfully marketing existing incentives to achieve recovery plan goals for habitat conservation/restoration in the selected watershed. The strategy may include the development of partnerships. <!--[if !supportLists]--> · <!--[endif]-->Present the strategy at two Northwest Region staff workshops on non-regulatory approaches to recovery plan implementation (Boise, ID and Portland, OR). <!--[if !supportLists]--> · <!--[endif]-->Provide ideas to NMFS on additional topics and/or speakers for workshop. <!--[if !supportLists]--> · <!--[endif]-->Identify next steps for implementing recovery plans through non-regulatory mechanisms. Interested parties responding to this announcement must meet the following qualification : <!--[endif]-->Demonstrated knowledge about current peer reviewed literature on conservation incentives, both monetary andnon-monetary, and up-to-date knowledge on a broad range of articles and books on incentives and social marketing. <!--[if !supportLists]--> · <!--[endif]-->Knowledge about on the effectiveness of conservation incentives in motivating landowners to carry out desired practices. <!--[if !supportLists]--> · <!--[endif]-->Experience developing and implementing strategies that lead to increased resource conservation and restoration. <!--[if !supportLists]--> · <!--[endif]-->Strong communication skills. <!--[if !supportLists]--> · <!--[endif]-->Preferred knowledge and experience with Endangered Species Act salmon issues, and/or threatened and endangered species conservation, with an emphasis on conservation incentives and recovery plans. All interested concerns must submit a quotation and documentation demonstrating the qualifications to provide services as described within fifteen (15) days of the publication date of this notice. See Numbered Note 1, 100% small business set aside. This announcement constitutes the only solicitation, quotations are being requested and a written solicitation will not be issued. A firm-fixed order will be issued with period of performance of twelve months from date of award plus two option years. This RFQ closes at 4:00 p.m. July 29, 2008.
