Description
The Federal Aviation Administration, Northwest Mountain Region, Western Service Area, has the requirement for Electrical Safety Training for Western Service Area Technicians and Engineers. The courses required are Qualified Person, High Voltage and Hazardous Energy Control for the locations and dates specified below and must meet FAA Safety Program Order. Three (3) courses in the same location during the same week. The class size will be approximately 20 students. The Offeror should provide cost per student exceeding the 20 per class. The FAA requires two (2) instructors for the Qualified Person Courses. 1. Palmdale CA 8/05/08 - 8/8/08 2. Denver, CO 8/12/08 - 8/15/08 3. San Diego, CA 08/19/08 - 8/22/08 4. Los Angeles, CA 8/26/08 - 8/29/08 5. Portland, OR 9/16/08 - 9/19/08 6. Renton, WA 9/23/08 - 9/26/08 7. Salt Lake City, UT 9/30/08 - 10/03/08 8. Honolulu, HI TBD 9. Reno, NV TBD Interested sources must respond with information to confirm evidence of their qualifications and capabilities. Evaluation Factors For Award: Prospective offers are required to submit a technical and business proposal as discussed herein. Proposals will be technically evaluated as either "acceptable" or "not acceptable" on the basis of the following criteria. a)Contractor Qualificationsb)Past Performancec)Qualifications of Key Personneld)Course content and outline The Government will make award to the responsible offeror whose proposal conforms to the solicitation terms and conditions, and represents the best value to the Government. Any proposal determined to be "not acceptable' in any evaluated area, criteria, or sub-element thereof, will render the entire proposal to be unacceptable and therefore rejected from further consideration. One-on-one discussions may be held, at the option of the Government, with one or more offerors, as determined necessary by the Contracting Officer, to clarify statements, resolve issues and omissions, etc. The Government is seeking offers which provide the best combination of attributes and price in order to select the greatest value or "best buy" offer. Therefore, award may be made to other than the lowest priced offer based on the evaluation criteria as previously provided through the SIR. Proposal Content: A prospective offeror must submit a complete technical and business proposal, which will encompass, but is not limited to, the content specified herein. All technical and business proposal areas must be fully addressed. A negative response is required in the event of no experience for a particular area, or for any item that is not applicable. Any omission or partial and vague responses may lead to the rejection of the offeror's proposal without discussions with the offeror. The Government reserves the right to use and evaluate any and all available information pertinent to any offeror and its subcontractors, in addition to the data incorporated in the submitted technical and business proposals, and which may be related to performance periods beyond the last three (3) years. Tiered Evaluation Of Proposals: A tiered evaluation of offers will be used in this source selection. Offers from other than small business concerns will only be considered after the determination that an insufficient number of offers from responsible small business concerns were received. Once offers are received the FAA will evaluate a single tier of offers according to the order of precedence specified in this SIR. If no award can be made at the first tier, the evaluation will proceed to the next higher lettered tier until award can be made. The tiered order of precedence for considering offers is (from first to last): a)Socially and economically disadvantaged business (SEDB) expressly certified by the Small Business Administration (SBA) for participation in the SBA's 8(a) program.b)Service-disabled veteran owned small business (SDVOSB).c)Very small business.d)Small business.e)Other-than small business. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
