- NOTICE OF PROPOSED CONTRACT ACTION (NOPCA). THIS IS NOT A SOLICITATION OR A REQUEST FOR PROPOSAL. The U.S. Air Force Combat Key Generator (CKG) Program Management Office (PMO) intends to award a production contract for the CKG to General Dynamics C4 Systems (GDC4S), Needham, MA. This effort is anticipated to be a Firm Fixed Price (FFP) contract awarded on a sole source basis to GDC4S under the authority of 10 U.S.C 2304 (c) (1), Only One Responsible Source, as implemented by FAR 6.302-1. GDC4S is the developer of the CKG and is the only contractor that possesses the requisite expertise, experience, and capability of the cryptological development, demonstration, and acceptance to meet the Government's requirements. No technical data/drawings/technical orders are available.The following requirements must be met in order for the CKG to be production ready: NSA Type 1 cryptographic certification for CKG design, Low Rate Initial Production (LRIP) decision from the CKG Operational Test Organization (OTO), and NSA-approved security production assurance for a production line capable of a 600 units/year rate. Contract award is planned for 4th Qtr FY09 and will begin with a low rate initial production (LRIP) of 35 units. Full rate production is planned to begin in 1st Qtr FY10. The current Government requirement is a total of 1018 units to be produced from FY09-FY12. Statement of capability must address ability to meet production readiness conditions in the stated timeframe as well as eligibility to meet COMSEC information and materials. In addition to production CLINs, the contract will also include CLINs for Integrated Logistics Support (ILS), engineering support, and materials for depot & operating training. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. If a firm believes it is capable of meeting the Government's requirement, it may identify their interest and capability within fifteen (15) days of this notice, by submitting a statement of capability in writing to the Contracting Officer, Deirdre McCormick, at deirdre.mccormick@lackland.af.mil, by 25 July 2008, no later than 3:00 p.m. CST.This announcement is for information and planning purposes only and does not commit the Government to any contractual agreement. The Government does not intend to award a contract based on the responses to this notice nor otherwise pay for preparing any information sent in response to this notice.
