Description
ELSG/PNK FORMALLY ANNOUNCES THE INTENT TO INCREASE THE IDIQ CONTRACT CEILING ON CONTRACT FA8734-04-D-0002 FROM 44M TO 70M WITH CELL EXCHANGE FEDERAL INCORPORATED. THE PROPOSED CONTRACT ACTIONS ARE FOR SERVICES FOR WHICH THE AIR FORCE INTENDS TO SOLICIT AND NEGOTIATE TASK ORDERS UNDER THE AUTHORITY OF FEDERAL ACQUISITION REGULATION (FAR) 16.505(b). CELL EXCHANGE FEDERAL INCORPORATED IS CURRENTLY PERFORMING THE ANALYSIS, DEVELOPMENT, AND IMPLEMENTATION EFFORTS FOR THE VIRTUAL PERSONNEL SERVICES CENTER(VPSC). JUSTIFICATION FOR THE INCREASE IN CEILING IS BASED ON FEDERAL ACQUISITION REGULATION 6.302-1. ONLY ONE RESPONSIBLE SOURCE AND NO OTHER SUPPLIES OR SERVICES WILL SATISFY AGENCY REQUIREMENTS. THE PERIOD OF TIME REQUIRED TO PERFORM A SOURCE SELECTION AS WELL AS THE RAMP-UP TIME REQUIRED FOR A NEW CONTRACTOR TO BECOME FAMILIAR ON PROGRAM AND TECHNICAL ISSUES WOULD CAUSE AN UNACCEPTABLE SCHEDULE DELAY IN FULFILLING THE AGENCY'S REQUIREMENTS AND A SUBSTANTIAL DUPLICATION OF COST TO THE GOVERNMENT THAT IS NOT EXPECTED TO BE RECOVERED THROUGH COMPETITION. THE DELAY WOULD RESULT IN THE DEGRADATION OF THE AF PERSONNEL COMMUNITY'S ABILIT! Y TO SUPPORT THE DEPLOYMENT OF DIMHRS. THE CEILING INCREASE IS REQUIRED DUE TO THE COMPLEXITY LEVEL REQUIRED TO INTEGRATE LEGACY PERSONNEL SYSTEMS WITH DIMHRS. THE SCOPE OF THIS WORK WAS INCLUDED IN THE ORIGINAL CONTRACT; HOWEVER, THE LEVEL OF EFFORT TO COMPLETE THIS WORK WAS UNDERESTIMATED. CELL EXCHANGE FEDERAL INCORPORATED HAS PERFORMED ALL WORK TO DATE IN SUPPORT OF VPSC MISSION, INCLUDING IMPLEMENTING THE FIRST OF MANY INCREMENTS REQUIRED TO SUPPORT DATA TRANSFER BETWEEN LEGACY PERSONNEL SYSTES AND FUTURE SYSTEMS. THE PERIOD OF PERFORMANCE OF THIS CONTRACT IS NOT AFFECTED. THE VPSC PROVIDES THE ENTERPRISE BACKBONE THAT ENABLES INTEGRATION BETWEEN LEGACY PERSONNEL SYSTEMS AND THE DEFENSE INTEGRATED MILITARY HUMAN RESOURCE SYSTEM (DIMHRS) AND OTHER FUTURE SYSTEMS. THE VPSC ALSO PROVIDES A MODERNIZED PLATFORM TO BUILD AF UNIQUE HUMAN RESOURCE (HR) SERVICES NOT DELIVERED WITH DIMHRS.THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS; HOWEVER, ALL INTERESTED PERSONS THAT IDENTIFY TO THE CONTRACTING OFFICER THEIR INTENT AND CAPABILITIES TO SATISFY THE GOVERNMENT'S REQUIREMENT WITH COMMERCIAL SERVICES ITEMS AND ARE RECEIVED WITHIN 15 DAYS AFTER THE DATE OF PUBLICATION OF THIS SYNOPSIS WILL BE CONSIDERED BY THE GOVERNMENT. A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED CONTRACT ACTION BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLELY FOR THE PUROSE OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT. AWARD WILL BE MADE ONLY IF THE OFFEROR, THE PRODUCT/SERVICE OR THE MANUFACTURER MEETS QUALIFICATIONS REQUIREMENTS AT TIME OF AWARD, IN ACCORDANCE WITH FAR CLAUSE 52.209-1 OR 52.209-2. AN ESC OMBUDSMAN HAS BEEN APPOINTED TO CONSIDER AND FACILITATE THE RESOLUTION OF CONCERNS FROM OFFERORS, POTENTIAL OFFERORS, AND OTHERS FOR THIS ACQUISITION. BEFORE CONSULTING THE OMBUDSMAN CONCERNED PARTIES SHOULD FIRST ADDRESS THEIR CONCERNS, ISSUES, DISAGREEMENTS, AND/OR RECOMMENDATIONS TO THE CONTRACTING OFFICER FOR RESOLUTION. IN ADDITION, AFFARS 5352.201-9101, OMBUDSMAN, WILL BE INCLUDED IN THIS ACQUISITION'S SOLICITATION AND CONTRACT.
