- Request for Information: The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA) is attempting to identify the availability of small businesses to provide 200 boxes containing 50 each, of National Stock Number (NSN): 6660-00-861-0312, Agency Stock Number (ASN): J382-2, radiosonde train regulators for the National Weather Service, to be place in stock at the National Logistics Support Center in Kansas City, Missouri. The train regulators shall be provided in accordance with specification number J382-SP001, drawings and marking and barcoding requirements, each to be provided with the Request for Proposal (RFP). A train regulator is a compact, lightweight device consisting of deployment string and a payout mechanism used as part of a flight train to lower a weather balloon's instrument payload, the radiosonde. The train regulator shall meet specific requirements including but not limited to the following: The train regulator steadily lowers the radiosonde to a prescribed distance below the lifting balloon at a controlled rate immediately after release and during the initial ascent stage; The radiosonde is a meteorological sounding instrument used to take meteorological observations of the atmosphere as it ascends from the surface to approximately 33,000 meters and transmit the measured data to the ground-based weather station; The radiosonde flight train includes a balloon, parachute, train regulator, string, lighting unit, shock units, and radiosonde as needed to conduct a radiosonde flight; Tape, twine, or string is used in the train regulator to suspend the Radiosonde; The train regulator shall deploy the tape, twine, or string to lower the radiosonde payload at a rate between 0.2 m/s and 0.5 m/s, over the full length of the train regulator's string; the train regulator shall lower a payload having a weight between 200 grams and 520 grams to the full limit of the tape, twine or string; the train regulator is required to support the radiosonde instrument during the entire duration of a flight, at least one hundred twenty (120) minutes; The device shall be compact and lightweight; it shall weigh not more than 57 grams (two ounces) and shall occupy not more than 330 cubic centimeters (20 cubic inches); the train regulator shall not exceed three ounces per square inch on any surface of the package; construction of the train regulator may be of natural material, synthetic material or any combination thereof; biodegradable tape, twine or string is preferred. First article testing and production inspection and tests will be performed by the Government prior to acceptance. FOB point is destination only. The Government intends to award a contract to the responsible offeror whose offer provides a technically acceptable product at the lowest price. This is a Request for Information only. No solicitation is available at this time. A determination of whether this action will be set-aside for small businesses will depend upon the availability of adequate competition among small businesses. Any small business that is capable of providing the required train regulators must submit information in writing to jacquelyn.a.shewmaker@noaa.gov. Information must include at a minimum the contractor's name, address, DUNS number, and documentation to support past performance and experience in providing similar items in the past.
