- Description
- The U. S. Geological Survey (USGS), Geologic Division, Central Region Energy Resources Team (Team), has a requirement for a multi-year lease of software to assist in detailed assessment of energy resources located in and around the United States. This requirement is for a base year and two option years. This agreement shall provide the USGS with a software license, and unlimited access to technical support and regular software maintenance. The USGS Team, along with the Department of Energy, is assessing gas hydrate resources on the North Slope of Alaska. The Team has entered into cooperative agreements with other agencies (both governmental and non-governmental) to share data and expertise in an effort to solve issues dealing with availability, location, and production of gas hydrate. Each of the cooperating partners must be able to incorporate, interpret, and release results in a common OpenWorks database format and must have access to supporting software tools. Software generating and importing/exporting data in the OpenWorks database format is only available from Landmark Graphics Corporation. Landmark Graphics Corporation leases an Advanced Integrated Interpretation Tech Set NG Software, which includes the following software modules: (1) OpenWorks, (2) SeisWorks 2D, (3) SuperSeisWorks, (4) AssetJournal, (5) OpenVision, (6) Syntool, (7) StratWorks, (8) Zmap+Full Edition, (9) FZAP (10) TDQ, (11) PowerExplorer for OpenWorks, (12) Geodata Loading, (13) PetroWorks Asset, (14) DT Express, (15) PostStack, (16) PostStackESP, (17) PAL, (18) RAVE, (19) SigmaView, and (20) WellBore Planner. These particular software modules and the resulting software language are required by the USGS to store, log, and share data; and to communicate research results with cooperative partners. Based on the information available at this time, and in accordance 51 USC 253 (c)(1), and as implemented by FAR 6.302-1, the Government considers the software specified as a sole source from Landmark Graphics Corporation, 2101 Citywest Blvd., Building 2, Ste 800, Houston, Texas, and proposes to negotiate a contract with that firm. However, should additional sources be identified, they will be considered. Concerns that think they can furnish the required software and services, or its functional equivalent (based upon the criteria specified herein), are invited to submit in writing an affirmative response to this announcement. An affirmative response would include literature, brochures, and such other materials which correspond to the required software and services stated herein. This information will be evaluated based upon the criteria herein and used to determine if competitive opportunities exist. All firms, regardless of size, will be considered. Since no solicitation document exists, requests for such document without accompanying information will be considered non-responsive to this request and will not be considered further. This notice may represent the Government's only official notice of this procurement.
