- THIS ANNOUNCEMENT IS NOT A NOTICE OF SOLICITATION ISSUANCE. THIS IS A REQUEST FOR INFORMATION (RFI) FOR PLANNING PURPOSES ONLY. Any formal solicitations will be announced separately. It is not to be construed as a commitment by the Government nor will the Government pay for information provided in response to this RFI. PURPOSE/GENERAL INFORMATION The 648th Aeronautical Engineering Systems Squadron (648th AESS) at Brooks City-Base, TX is seeking information from sources that are capable of providing a burn test facility that provides four different types of burn testing. The Government is considering using multiple-award Blanket-Purchase Agreements as a contractual vehicle to fulfill this requirement under NAICS code 541380. The small business size standard associated with this NAICS code is $11,000,000.00. All business sizes, to include small business and the sub-categories of small businesses, are being looked at during our market research phase. SUMMARY DESCRIPTION The US Air Force is researching and testing alternative fabrics to be used for the Fire Resistant (FR) combat ensemble that is needed for airman operating in and around fire hazardous locations. The FR equipment is required for safety purposes for daily missions required by airmen for missions outside the forward operating bases (FOB). The 648th AESS is seeking a facility that provides the technology for conducting FR testing for fabrics and end products that will test the current uniform/equipment. The proposed solutions shall be currently available technologies. Currently the 648th AESS is developing and testing a combat ensemble to include a Fire Resistance Air Force Battle Uniform (FR ABU), Air Force Combat Shirt, FR gloves, FR balaclava, FR Boots, and accompanying undergarments. The key performance parameters include, but are not limited to Burn Injury Protection, Thermal Protective Performance, Moisture Vapor Transfer Rate, Weight, Air Permeability, and Durability. This is not a solicitation, and no award will be made for this effort at this time. This RFI is issued solely for information and planning purposes only, and does not constitute a solicitation. All information received in response to this RFI that is marked "Proprietary" will be handled accordingly. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. TECHNICAL INFORMATION The 648th Aeronautical Engineering Systems Squadron requests test data results for each product burn tested. The Government WILL provide textiles that will be tested. Listed below is the test method, characteristics and units measured. ASTM D 6413-99, Initial and after 25 launderings Vertical test for flame resistance of textiles Vertical flammability, after flame(AF)(sec), after glow (AG)(sec), and char length (CL)(in), no melt, no drip ASTM F 1930-00 Flame resistant clothing for protection against flash fire using an instrumented manikin Burn injury percentage ASTM D 3776 Mass per unit area (weight) of fabric Weight per square yard ASTM WK 3932N, Initial and after 25 launderings Thermal Protective Performance Thermal Protective Performance Rating using both spaced and contact configuration Thermal Stability as outlined in NFPA 1971, 2000 ed., Initial and after 25 launderings Thermal Stability Thermal Stability (%) Fabric Break Open as specified in Sec 3.7.3 of MIL-C-83429B Fabric Break Open No fabric break open when tested as specified in Sec 4.4.3 of MIL-C-83429B RESPONSE GUIDANCE Request comment from interested parties to the following questions: 1. Would you consider entering into a Blanket Purchase Agreement with the Government? If not, please explain why. 2. If you do not consider the use of multiple-award Blanket Purchase Agreements to be the best contractual vehicle for fulfilling this requirement, what contractual vehicle would you suggest? 3. What is your business size? If you are a Small Business, do you also qualify under any of the sub-categories (8(a), Small Disadvantaged Business, Woman Owned Small Business, Veteran Owned Small Business, HubZone Small Business, Service Disabled Veteran Owned Small Business, and HBCU/MI)? 4. If you are a Small Business, would you consider submitting a proposal as a prime contractor? 5. In what socio-economic programs do you now participate (e.g. Mentor Protégé, Indian Incentive, etc.)? What is the extent of your participation in these programs? 6. For small business consideration, would your firm be able to compete under NAICS 541380? If not, why? Please provide your recommendations concerning the anticipated number of contract awards, how many contracts should be reserved for small business, and the proposed NAICS. INFORMATION APPROACH When the responses to this RFI are received, they will be evaluated and analyzed by the Government. The information received will be considered in the development of the acquisition strategy and may serve as input to a business case. In all cases pertaining to this RFI, the Government will take absolute care not to present information outside of the Government in a way that clearly identifies individual vendors or products.
