Description
PJ/CRO RESCUE AND RECOVERY TRAINING CENTER AND PJ/CRO LOGISTICS BUILDING, KIRTLAND AIR FORCE BASE, BERNALILLO COUNTY, NEW MEXICO. The proposed procurement is unrestricted, open to both large and small business concerns. NAICS is 236220/SIC 1542, with a size standard of $31,000,000.00. The magnitude of construction is greater than $10,000,000.00. Bonding will be required for this acquisition. Offerors attention is directed to Section 00100 in the Solicitation for information regarding the tour of the site. Plans will be issued on or about 28 July 2008, with proposals due on or about 27 August 2008. Large business firms are required to submit a subcontracting plan with the following minimum goals: 70.0% for small business; 6.2% for small disadvantaged business; 7.0% for women-owned small business; 9.8% for HUBZone small business; 3.0% for Veteran Owned Small Business; and 0.9% for service-disabled veteran-owned small business. Offerors are advised that this requirement may be delayed, cancelled, or revised at any time during the solicitation, or final award process, and is subject to the availability of funds. THE PROJECT is for the design and construction of the PJ/CRO Rescue and Recovery Training Center (RRTC) and PJ/CRO Logistics Building at Kirtland Air Force Base in Albuquerque, New Mexico. These two facilities can be connected via a 6 personnel door sharing a common wall, share electrical systems, HVAC and plumbing. In addition, the RRTC includes site work and utilities, a new campus entrance, 60 parking spaces, tie-in to electrical substation 22 located approximately 3000 LF to the south of the site, and communications ductbanks approximately 1,500 LF east of the site. The RRTC facility is a 3,690 gross square meters (39,719 GSF) educational and administration building containing a common entry, Medal of Honor Display/Heritage Hall, Pitsenbarger memorial and reception area, circulation, auditorium, heritage museum, assembly, heritage museum, command section, administration spaces, classrooms, Distinguished Visitor Suite, kitchen area, showers, and building support spaces. There are options for 8,652 SF, Parachute Clerestory Entry, LEED, Service Yard, and Covered Parking. The Logistics facility is a 2400 gross square meter (25,834 GSF) facility including space for a small arms storage vault with alarm area, space for small arms cleaning area with ventilation & compressed air area, open bay/space for high density storage shelving, administrative area, rough-in for future mens and womens latrines with showers, two compartment food prep deep sink, commercial ice machine (low noise) connections (GFGI), & clothes washer/dryer hook ups/vents. Options include finished small arms storage vault with alarm, small arms cleaning area with ventilation and compressed air, mens and womens latrines with showers. Additionally, in the base bid 7200 SF of the building will have air conditioned with the remainder of the facility having unit heaters and an exhaust system. Competitive proposals will be evaluated based on the evaluation criteria set forth in the solicitation package. Evaluation by the Government will result in selection of a firm that represents the best overall value to the Government. Proposed procurement will result in a firm-fixed price contract.
