Description
In accordance with FAR Part 13 and FAR Part 12, the U.S. Environmental Protection Agency, intends to negotiate on a sole source basis with STERIS Corporation to purchase a Hydrogen Peroxide Sterilizer for the Office of Research and Development (ORD) National Exposure Research Laboratory (NERL), 26 W Martin Luther King Drive, Cincinnati, OH 45268. The unit must be a low-temperature hydrogen peroxide, scientific sterilizer, with a chamber size no larger than 20” X 20” X 38,” and external dimensions no larger than 74.5” X 40.” It must have a single automatic, vertical, recessed door; all digital touch screen displays; be able to print reports in the English language; have a one load probe, be non-seismic; 230 V, 1-Ph, 50/60 Hz control, 480 V, 3-Ph, 50/60 Hz vacuum pump; and have no need for a wall seal. It must include a loading rack and shelves to accommodate the sterilizer. The hydrogen peroxide sterilizer must be capable of controlling the amount of humidity that is allowed into the chamber during sterilization phases, and be able to use the sterilant VAPROX. The Steris Corp, Model number VHP MD880, is considered to meet the government’s minimum needs. The contractor is to provide the labor, materials to uncrate, erect, assemble, execute final hook-up, operational check-out test, make any necessary adjustments including demonstration of the sterilizer. Contractor will provide detailed written inspection/verification, IQ/OQ, of the completed installation to ensure that unit was properly installed to meet operational standards. Contractor will assure that VHP 880MP sterilization cycle/performance capabilities are met. Contractor will provide certification certificate stating that machine performance meets requirements/standards so that sterilizer can be utilized for scientific studies. Contractor is required to provide a qualified service technician for an onsite visit for up to 3 consecutive days to complete IQ/OQ. Contractor will supply up to 2 days of training for up to approximately 20 personnel who will be utilizing the sterilizer. Training will include cycle programming, basic maintenance, and safety precautions necessary for safe operation of VHP sterilizer. A one year parts and labor warranty will be provided with the sterilizer. The requirement also includes: 1) De-installation of the existing, 24 inch x 36 inch x 48inch Eagle Ethylene Oxide (EO) sterilizer in room 377 of AWBREC facility. This de-installation will include disconnection of all utilities to that machine, removing the machine from premises, and transporting unit to a predetermined disposal location. Pickup of Eagle EO sterilizer by contractor personnel should not exceed 5 working days following de-installation. 2) Provide a Modular Wall and associated Material Installation for replacement sterilizer to conceal any wall voids around sterilizer, assuring aesthetics of laboratory area are not compromised. 3) De-installation of a 24 inch x 28 inch x 38 inch Ethylene Oxide Gas Aerator monitor device located in room 377 of AWBREC facility. This will include de- installation and removal of all equipment associated with this monitor from the premises. The contractor must remove this equipment within 5 working days of de- installation. 4) Shipping of new sterilizer is to be FOB Destination, to include all handling FEES. 5) Delivery required 30 days after receipt of order. The NAICS is 339113, size standard 500. THIS NOTICE OF INTENT, conducted under FAR 13.501, is not a request for competitive proposals. No solicitation document is available. However, interested parties may identify their interest and capability of meeting EPA requirements to respond to the requirement by submitting detailed technical documentation to Linda Merryman, Contract Specialist, at the office identified above, by fax (513) 487-2107 or by email merryman.linda@epa.gov. The technical documentation must establish that the instrument to be provided meets all requirements. Anticipated award date is August 6, 2008. Detailed documentation must be submitted to Linda Merryman by 2:00 PM, July 31, 2008 in order to be considered by EPA. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
