- The intent of this contract is to furnish all labor, equipment and materials necessary for the repair/improvement of 5 individual ERFO sites, 2 on Forest Road 20N18, 2 on Forest Road 20N22, and 1 on Forest Road 20N23 on the Covelo Ranger District of the Mendocino National Forest. Major items of work include but are not limited to: clearing, excavation, disposal of waste material, borrow excavation, installation of 220 s.y. of fin core assembly, 345 l.f. of perforated corrugated polyethylene pipe, 130 l.f. of nonperforated polyethylene pipe, grading, shaping, seeding and mulching. PROJECT LOCATION: The project is located in Mendocino County on the Covelo Ranger District of the Mendocino National Forest. To reach the project from Willows, California; from the intersection of I-5 and State Route 162, proceed west on State Route 162 approximately 21 miles to the junction with County Road 306, proceed north on County Road 306 approximately 3.5 miles to the junction with Forest Highway 7, then west on Forest Highway 7 approximately 16.5 miles to the junction with County Road 311, at the end of the pavement, procced south 2 miles on County Road 311 to the junction with M3, then south 1 mile on M3 to the junction with M6, proceed west on M6 approximately 11.2 miles to the junction,at Low Gap, with 20N35 right, M6 left and M21 ahead, proceed west on M21 approximately 1.5 miles to the junction 20N18, south 0.25 on 20N18 to site 20N18-1. From the intersection of M21 and 20N18; proceed west on M21 approximately 2 miles to the junction with 20N22, then north 0.75 miles on 20N22 to site 20N22-1. From the 3 way intersection at Low Gap; proceed north 2 miles on 20N35 to the junction with County Road 311,then west on County Road 311 approximately 1 mile to the junction with 20N23, proceed west 2.62 miles on 20N23 to site 20N23-1. PRICE RANGE: Between $100,000 and $250,000. Estimated start work date is September 7, 2008. CONTRACT TIME: 35 Calendar days. A pre-proposal tour will not be conducted. This is a CASCADING SET ASIDE. Proposals will be accepted by HUBZone Small Businesses, Service Disabled Veteran Owned Small Businesses, Small Businesses, and Other Than Small (Large) Businesses. Proposals will be evaluated using a tiered cascading approach: when proposals are received, they will be opened for identification purposes only. The Government will evaluate only those proposals in the first tier (HUBZONE Small Businesses), and exhaust all negotiation efforts before pursuing evaluation and negotiation at the second tier (Service Disabled Veteran Owned Small Businesses). This will continue through the third tier (Small Businesses) before considering proposals from the fourth and final tier (Other than Small (Large) Businesses. The solicitation will be available for downloading from this website on or about July 29, 2008.
