Description
The Office of Health Affairs will convene a standing committee for the Department of Homeland Security’s Emergency Management and Medical Response Integration (EMMRI) Division. The standing committee will include experts in emergency management, emergency medical services, public health and medical, community resiliency, economic development and socio-cultural sciences to discuss short and long-term strategic planning for the Metropolitan Medical Response System( MMRS) program and the EMMRI around issues related to the promotion of a community based integrated medical response and recovery system capable of providing health security and promoting community resiliency that will be required to respond to and recover from natural and man made disasters. In order to fulfill this requirement the US Department of Homeland Security, Office of Procurement Operations intends to enter into a contract with the National Academy of Sciences, Institute of Medicine on a sole source basis pursuant to the authority of the FAR 6.302-5. The contract will be for the convening of a committee of experts that will organize meetings to discuss the current state of response and recovery capability and existing gaps, examining the existing MMRS program including its role in current capability and how MMRS may fill existing gaps, provide high-level strategic guidance related to establishing a community based integrated medical response and recovery system, and serve as a focal point for national policy discussions by experts and other leaders in the field. The standing committee will be involved in the planning, development, and oversight of related ad hoc activities undertaken by separately appointed committees operating under its auspices. The National Academy of Sciences (NAS) was established by an Act of Congress signed by President Lincoln in March 1863 “to investigate, examine, experiment, and report upon any subject of science or art… whenever called upon by any department of the Government.” The National Research Council was established by executive order under President Wilson in 1916, expanding the operational capacity of the National Academy of Sciences. The Institute of Medicine (IOM) was charted in 1970 by the National Academy of Sciences, under the terms of the 1863 Congressional charter. The central purpose of the NAS and IOM is to advise the government on issues of science, medicine, and technology. The academy and its affiliated organizations are private, independent, nonprofit, institutions that jointly possess a unique status as congressionally charted advisers to the government. The IOM has a long tradition of providing policy advice from a national perspective. This tradition rests on the ability of the NAS/IOM to convene committees of experts who are charged to deliberate important issues of health and health care policy in an objective and independent environment that assures rigorous analysis. IOM serves an important function by bring representatives from diverse groups together to achieve consensus on complex issues. Interested Concerns may identify their interest in the requirement and submit a capability statement to karina.levitas@dhs.gov no later than July 29, 2008. Determination by the Government whether to compete this requirement is solely within the discretion of the Government. The anticipated period of performance includes a base year and two one year options. Place of performance shall be at the Vendor’s facilities.
