- This is a SOURCES SOUGHT ANNOUCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this Sources Sought must be in writing. The purpose of this Sources Sought Announcement is for market research to make appropriate acquisition decisions and to gain knowledge. The Department of Veterans Administration is seeking sources for a potential contractor to provide retinal prosthesis external flexible circuit/electrode array. Contractor must provide the following requirement: The contractor will deliver 200 polyimide-based flexible circuit/electrode arrays, a one piece flexible multi-layered circuit interconnect with an integrated electrode array which in turn has iridium oxide patterned as the stimulating electrodes, for the continued development of advanced chronically implantable retinal prosthesis prototypes through the development of assembly and encapsulation technologies, and performing and perform accelerated life-time testing of the components. The contractor must integrate multiple layers of low-resistance biocompatible metal conductor, namely electroplated gold, and a high-charge transfer material, namely sputtered iridium oxide, into a flexible polyimide. This flexible circuit serves as the interconnect between a titanium case holding the electronics, the power and data coils and the integrated electrode array which, by virtue of being integrated, has now actually become a section of the part to be fabricated. The contractor must be capable of fabricating this flexible circuit/electrode array with a minimum of 3micron-thick electroplated gold metallization to create conductor leads of an 80micron pitch (40micron line and space) sandwiched between flexible layers of polyimide. The base material shall be 25micron thick polyimide and the cover layer shall be a 5micron coating of polyimide for an overall thickness of 30microns. The high charge transfer material shall be a sputtered iridium oxide film which must be selectively patterned in specific areas to a 50micron minimum feature size and make electrical contact to the gold metallization. The contractor must deliver a part which can withstand saline soak testing of at least one year at 37oC The parts will be tested prior to delivery. The parts should be packaged in such a manner as to avoid damage during shipping such as layering the parts between non-abrasive rigid panels to avoid allowing the parts to be scratched, bent or creased thereby causing damage to the metal conductors or the sputtered iridium oxide film. Supporting evidence must be furnished in sufficient detail, to demonstrate the ability to comply with the above requirements.
