- This notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the onlysolicitation; offers are being requested and a written solicitation will not be issued.This notice is being issued as a Request for Quotations (RFQ) for a single axelsemi-tractor to be used mainly as a Yard Tractor for moving approximately 20,500 poundsof equipment around NASA Glenn but should be be capable of highway speeds whenevernecessary for transportation outside the Lab. The Mid Cab Tractor shall include thefollowing specifications:Single axel with 22.5 wheels/radial tiresLow profile, conventional day cab (Ground to floor height of 36 to 40)250 horse power minimum10 speed manual transmissionAir ride suspension with dump valveAir brakesShort wheel base (156 or less) needed for turning into very tight locationsVertical exhaust mounted on passenger side of cabEquipped with a rear deck plate and grab handlesPower windowsHeated/powered mirrors on both sides of cabAir conditioned cabAM/FM radio with speakers (minimum)Fuel tank (50 gallon minimum)Vinyl or leather seatsPainted white exteriorEquipped with a 50,000 pound hydraulic fifth wheelThe provisions and clauses in the RFQ are those in effect through FAC 2005-26The NAICS Code and the small business size standard for this procurement are 333924/750respectively. The offeror shall state in their offer their size status for thisprocurement.All responsible sources may submit an offer which shall be considered by the agency.Delivery shall be FOB Destination.Offers for the item described above are due by July 29, 2008,to NASA/Glenn ResearchCenter, Attn: Nancy Shumaker (MS: 500-306), 21000 Brookpark Road, Cleveland, Ohio44135-3127 and must include, solicitation number, FOB destination to this Center,proposed delivery schedule, discount/payment terms, warranty duration, taxpayeridentification number (TIN), identification of any special commercial terms, and besigned by an authorized company representative. Offerors shall provide the information required by FAR 52.212-1 (JUNE 2008), Instructionsto Offerors-Commercial Items, which is incorporated by reference. If the end product offered is other than domestic end product as defined in the clauseentitled "Buy American Act -- Supplies," the offeror shall so state and shall list thecountry of origin.FAR 52.212-4 (FEB 2007), Contract Terms and Conditions-Commercial Items is applicable. Telephone questions will not be accepted.Selection and award will be made to that offeror whose offer will be most advantageous tothe Government, with consideration given to the factors of proposed technical merit,price, and past performance. Other critical requirements such as delivery and warrantyshall also be considered. It is critical that offerors provide adequate detail to allowevaluation of their offer. (SEE FAR 52.212-1(b)).Offerors must include completed copies of the provision at 52.212-3 (JUNE 2008), OfferorRepresentations and Certifications - Commercial Items with their offer.
