Description
This is a combined synopsis/solicitation prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are requested and no other written solicitation will be issued. Solicitation 08SQ340138 is hereby issued as a Request for Quotes (RFQ). The solicitation documents and incorporated provisions are those in effect through Federal Acquisition Circular 2005-26. This RFQ is set-aside 100% for small businesses and a firm-fixed price order is anticipated. The North American Industry Classification System (NAICS) code is 441222 and the size standard is $6.5 million. Large businesses are encouraged to submit quotes for use in the event a responsive quote from a responsible small business is not obtained. Minimum specifications for one (1) boat and trailer are as follows:1. U.S. Coast Guard approved welded aluminum boat, 26' - 28' length with 10 - 12 degree standard dead rise; 32" side height 102" width beam, minimum.2..190" thick hull bottom.125" thick sides.190" thick transom, minimum3. Baffled fuel tank with 70 gallon capacity, minimum4. Operators console mounted on rear deck forward of engine access 5. Windshield and canopy for operator console6. Instrumentation, engine oil pressure, engine coolant temperature, engine tachometer, speedometer, fuel level7. Navigation lighting8. Deck over engine and pump area with access hatch for engine and jet pump'1 " diameter 42" high railing at rear deck9. Forced air heater for operator station10. Gasoline engine, fuel injected 8.1L 370 HP minimum11. Jet pump matched to engine HP, torque, and size/weight of the boat12. Stomp grate for jet intake clean out13. Non-skid coating on floor and inner sides light gray in color14. 1500 gallon per hour automatic bilge pump minimum15. Walk thru windshield16. Canvas canopy with see thru side curtains and a ridged frame over passenger area. Side curtains, canopy and ridged frame must be removable17. Mount for outboard kicker motor at rear.18. Swim deck19. 6 seats mounted 2 across from windshield back. 20. One full width bench seat forward of engine compartment21. Storage for canopy canvass and life jackets 22. Tandem axle trailer, hydraulic surge brakes on 1 axle, spare tire, guides to ease loading of boat23. DOT lighting and break away protection on trailer Delivery shall be made to the U.S. Bureau of Reclamation, Yuma Area Office, 7301 Calle Agua Salada, Yuma AZ, 85364, no later than February 1, 2009., F.O.B. destination. The provision at 52.212-01, Instruction to Offerors - Commercial Items, applies to this acquisition. No addenda to the provision are included. The provision at 52.212-02, Evaluation - Commercial Items, applies to this acquisition. Award will be made to the contractor providing the best value to the Government, price and technical quality considered. The specifications identified above are minimum specifications which must be met, but the Government will consider items which exceed these specifications. Price is significantly more important than technical quality. Offerors shall include a completed copy of the provision at 52.212-03, Offeror Representations and Certifications - Commercial Items, with their offers. The clause at 52.212-04, Contract Terms and Conditions - Commercial Items, applies to this acquisition. No addenda to the clause are included.
