Description
As a result of fire damage to the piers at the Marine Operations Center Pacific (MOC-P) in Lake Union, 1801 Fairview Ave East, Seattle, WA 98102, the NOAA vessels home ported in Seattle, WA require an alternate moorage facility. The requirement is for up to four ships (the ships do not exceed 235 ft in length and have a maximum draft of 20 ft). The requirement period will run from October 15, 2008 - April 1, 2009. During the moorage period, vessel repairs by private contractors shall be accomplished under separate NOAA acquisitions. REQUIREMENTS - A. Power and Water - The moorage facility shall have power and water available and ready for use by the ships no later than October 15, 2008. Potable water must be provided while the ship is docked. NOAA's T-AGOS class ship's require eight hundred (800) amps total on two separate four hundred (400) amp connections. The other ship's require four hundred (400) amp max with a single connection. B. Sewer and Steam - If respondent's moorage facility currently has sewer and steam service available this shall be provided. If the bidder does not have sewer and steam capability, alternatives shall be addressed in the solicitation C. Gangway - The moorage facility shall provide gangways to the extent needed D. Parking - The facility shall have sufficient parking to accommodate approximately one hundred (~100) personnel plus contractor parking for repair contractors and visiting NOAA employees for a total of eighty (80) spaces. E. Security - Respondents shall assume that NOAA shall provide security at the ship's brow controlling access to the vessels. Other necessary security shall be provided by the contractor. F. Special Requirements - the facility offered shall have significant outdoor lay down and pier side work areas adjacent to the ships for contractor tools, equipment and bulk storage as well as space for portable boiler(s) and sewage holding tanks. There shall be roughly a minimum of five hundred (500) square feet per ship. G. Foreseeable Costs - Bidders' evaluated price shall be assessed foreseeable costs from the MOC-P (1801 Fairview Ave E., Seattle, WA 98102 (assessment of foreseeable costs shall be detailed in the solicitation).
