- This is not a solicitation announcement. This is a sources sought synopsis only. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification (hubzone, 8(a), small, small disadvantage, small veteran owned business, service disabled veteran owned small business or large business) relative to NACIS 541620 (size standard of $6.5 Million), Environmental Consulting Services. Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation announcement may be published in the Fedbizopps website. Prior to releasing a solicitation announcement, prospective sources may be asked to present their programs to the VA during a pre-solicitation conference. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the solicitation announcement in addition to responding to this sources sought announcement. The Veterans Affairs, Network 22 Logistics Office, is seeking sources for a potential contract to provide a hazardous chemical and materials program (HAZCom), which in its entirety, fulfills the compliance requirements of 29 CFR 1910.1200. The program must be able to categorize workplace chemicals into 36 categories and three hazard levels in accordance with appendix "E" of cited reference. Information will be provided back to the VA for training, labeling and chemical hazard identification by categories and hazard levels. A web based HazCom program that includes printed format information with CD-Rom back up is preferred. It should provide written plans, barrier free access to MSDS and other information, material inventory, container labels, employee training, and procedures to keep system up to date. The program should be able to be tailored to each of the 5 VA Medical Centers containing approximately 3,500 MSDS, 1,200 employees and 10 access points within each facility. The HazCom program is required for each of the 5 VA Medical Centers located with in VISN 22 (VA Long Beach (California) Medical Center, VA San Diego Healthcare System, VA Greater Los Angeles Healthcare System, VA Loma Linda Healthcare System and VA Southern Nevada Healthcare System). If you are interested, and are capable of providing the required services please provide the requested information as indicated below. The intended contract period is for a base year and four, one year option periods, which will begin on or about October 1, 2008. Response to this notice should include company name, address, point of contact, facility or facilities you are interested in providing services for, and size of your business pursuant to the following questions: (1) Is your business small? (2) If small, does your firm qualify as a small, emerging business, or small disadvantaged business? (3) If disadvantaged, specify under which disadvantaged group and if your firm is certified under Section 8(a) of the Small Business Act? (4) Is your firm a certified "Hubzone" firm? (5) Is your firm a woman-owned or operated business? (6) Is your firm a certified Service-Disabled Veteran Owned Small Business? (7) Is your firm a Veteran Owned Small Business? Small businesses considering participation in this potential solicitation process under any Small Business Set-aside procedure must do so in a manner consistent with the requirements of the Small Business Act. Responses to this sources sought is not a request to be added to a prospective bidders list or to receive a copy of the solicitation.
