- The United States Coast Guard is considering whether or not to set aside an acquisition for HUBZone concerns, for Service-Disabled Veteran-Owned Small Business Concerns (SDVOSB) or for Small Business. The estimated value of this procurement is between $250,000.00 and $500,000.00. The small business size standard is less than 1,000 employees. The NAICS Code is 336611. The acquisition is for Drydock and Repair of the USCGC DRUMMOND (WPB-1323), a 110-FOOT "B" CLASS PATROL BOAT. The CGC DRUMMOND is home ported in Key West, FL. The contractor shall perform all work at the Contractor's facility. The performance period will be FORTY-TWO (42) calendar days with a start date on or about 15 Dec 2008. The scope of work for this acquisition is but not limited to: Clean and Inspect Oil and Oily Water Tanks (Excludes Disposal); Clean and Inspect Fuel Stowage and Overflow tanks (Excludes Disposal); Clean and Inspect Fuel Service tanks (Excludes Disposal); Clean and Disinfect Potable Water Tanks (excludes Disposal); Clean and Inspect Grey Water Collection and Holding Tanks (excludes Disposal); Clean and Inspect Sewage Collection and Holding Tank (Excludes Disposal); Remove, Inspect and Reinstall Propeller Shafts; Inspect Bronze Sleeves in Various Shaft Packing Areas, Overhaul Mechanical Shaft Seal Assemblies; Renew Water Lubricated Propeller Shaft Bearings; Remove, Inspect and Reinstall Propellers, Repair Propeller Root Erosion; Balance Propeller; Inspect Exhaust System; Clean, Inspect and Inspect Heat Exchangers; Renew both Ships Service Generators; Renew Depth Indicating Transducer; Renew Speed Doppler; Renew Sea Strainers; Overhaul Duplex Sea Strainers; Overhaul and Renew Sea Valves; Renew Main Deck Potable Water Fill Penetrations; Overhaul and Renew Bilge Valves; Overhaul and Renew Potable Water Valves; Overhaul Steering Gear Components; Renew, Inspect and Reinstall Rudder Assemblies; Overhaul Stabilizing Fins; Clean Grey Water Piping System; Clean Sewage Piping System; Preserve and Insulate Battery Space – Partial; Preserve and Insulate Aft Steering Compartment; Preserve Forward Void (3-8-0-V) – 100%; Preserve Port and Starboard Strut Cofferdams – 100%; Preserve Bilge Surfaces in Various Locations; Preserve Oil and Oily Water Tanks- 100%; Preserve Oil and Oily Water Tanks – Partial; Preserve and Disinfect Potable Water Tanks – 100%; Preserve and Disinfect Potable Water Tanks – Partial; Preserve Sewage Collection and Holding Tanks – 100%; Preserve Sewage Collection and Holding tanks – Partial; Preserve Underwater Body – 100%; Preserve Underwater Body – Partial; Inspect and Maintain Cathodic Protection System; Renew Capastic Fairing; Routine Drydocking; Provide Temporary Logistics; Provide Additional Temporary Logistics; Renew Deck Covering Systems; Renew Various Interior Deck Drains; Modify Oily Water Separator Piping (EC 110-B-132); Install Structural Reinforcements for Potable Water Tanks (EC 110-C-079); Install Fuel Oil Tank Access Manholes (EC 110 C-091); Install Leslie Seawater Recirculation Valves (EC 110-C-139); and Upgrade Fire Alarm System (EC 110-C-137) All welding and brazing shall be accomplished by trained welders who have been certified by the applicable regulatory code performance qualification procedures. At the present time, this acquisition is expected to be issued as a Small Business set- aside. However, in accordance with FAR 19.1305, if your firm is HUBZone certified or 19.1404 if you firm is SDVOSB and intends to submit an offer on this acquisition, please respond by e-mail to Mia.R.Mayers@uscg.mil or by fax (757) 628-4675. In response please include the following: (a) a positive statement of your intent to submit a bid for this solicitation as a prime contractor; (b) evidence of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, points of contact and telephone numbers; (c) past performance references with points of contact and phone numbers. At least two (2) references are requested, but more are desirable. Contractors are reminded that should this acquisition become a HUBZone set aside or SDVOSB Small Business, FAR 52.219-3, Notice of Total HUBZone Set-Aside or 52.219-27, Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside, will apply, which requires that at least fifty (50) percent of the cost of personnel for contract performance be spent for employees of the concern or employees of other HUBZone small business concerns. Your response is required by 24 July 2008, 12:00 p.m. (EST). All of the above must be submitted in sufficient detail for a decision to be made on a HUBZone, Service-Disabled Veteran-owned Small Business, or Small Business set aside. Failure to submit all information requested may result in an unrestricted acquisition. A decision on whether this will be pursued as a HUBZone, SDVOSB small business set aside, or a Small Business set aside, will be posted on the FedBizOps website at https://fbo.gov.
