Description
The BLM El Centro Field office is seeking a professional vegetation management contractor to remove approximately 1,300 acres of invasive Salt Cedar from BLM lands in and near the Fish Creek Mountains and Coyote Mountains Wilderness Areas and San Sebastian Marsh Area of Critical Environmental Concern (ACEC). This project will be located in western Imperial County and eastern San Diego County, California about 1 hour west of El Centro. The locations are in remote areas requiring 4x4 vehicles. The contractor shall cut all tamarisk stumps within 8 inches of the ground and spray herbicide on the cut stumps within 3 minutes of cutting. All vegetation shall be piled away from the cut stumps on upland locations outside of washes to prevent the cut material from being carried away by flooding. The period of performance will begin approximately November 1, 2008 and continue until no later than January 31, 2009. This requirement is 100% set aside for small businesses under NAICS 115310. This solicitation will be available on or about July 21, 2008. A pre-proposal site tour will be held on August 5, 2008 at 9:00 A.M. at the BLM El Centro Field Office in El Centro, California. Details of the tour will be provided upon issuance of the solicitation. Potential offerors may obtain a copy of the solicitation at http://www.fedbizopps.gov. No hard copies of the solicitation will be provided. Contractors must be registered at http://www.ccr.gov to be considered eligible for award. Proposals are due August 20, 2008 by 2:00 P.M. Proposals shall include the following items: 1) Pricing Schedule including unit price. 2) Any prompt payment discount terms. 3) Completed 52.212-3 Representations and Certifications - Commercial Items. 4) List of three most recent customers having similar requirement (provide name, telephone number, and point of contact). 5) Include TIN and DUNS Number. 6) Offer must be signed.
