Description
The Naval Surface Warfare Center - Panama City, 110 Vernon Avenue, Panama City, Florida intends to solicit SeaRobotics Corporation (SRC) of P.O. box 30909 Palm Beach Gardens, Florida, 33420 on a sole-source basis for two (2) each Autonomous Survey Development Platform (ASDP) unmanned systems. The ASDP system is man-portable, electrically powered catamaran-style Unmanned Surface Vessel (USV) that carries a Remote Operated Vehicle (ROV) that can dive and maneuver within the water column. The purpose of the ASDP is to develop systems that remotely or autonomously survey ports, harbors, and estuaries, and address swimmer defense topics such as engagement. The systems will also be used to test underwater and surface sensors, develop mine hunting strategies, and port security concepts. A project planned for fiscal year 2009 will use the ASDP to develop a swimmer engagement concept. The SRC 2600 hull is an existing product that meets the requirements of the USV section. SRC's experience with integration of components onto their USV hulls will result in a lower integration cost than will be possible if the integration is performed by the Navy, or if the system must be developed by another party. The methodology used by SRC for integrating components is ideal for the experimental work planned, and it will avoid the time and expense of redesigning and constructing a new interface system. SRC provides a known good control system for the vehicle that can be extended to the ROV component. Utilizing this control system will avoid developmental costs and time associated with developing or adapting another control system. The costs associated with any alternative approaches to integrating the systems were estimated to be at least double the cost of allowing SeaRobotics Corp. to build the systems, and the alternative approaches may preclude the systems from being a available for the project start in 2009.
