- Description
- The Bureau of Land Management proposes to noncompetitively award a Purchase Order with the University of Nevada, Las Vegas on a sole source basis under the authority of FAR 6.302-1 for continued support to the interagency monitoring program for the Northwest Forest Plan. Services shall include preparation of reports, implementation of a quality system, implementation of the Regional Monitoring Team (RMT) information management plan & implementation of the interagency archival strategy for the Regional Monitoring Team. The University of Nevada, Las Vegas has been selected to provide the needed support as they are the only contractor known to possess the following unique qualifications needed to meet the Bureau's requirements: 1) A principle author of designing strategies for the RMT's work involving data management, annual reporting and quality assurance. 2) Past history of RMT participation under the Great Basin Ecological Cooperative Education Studies Unit (GBECESU) cooperative agreement including: a. Charter Member of Regional Monitoring Team; b. Current and ongoing Member of Interagency Regional Monitoring Team (RMT); c. Participated in the preparation of a 15 year report building on existing monitoring findings; d. They have developed the quality assurance (QA) strategy currently deployed for one of the monitoring modules; and e. They have been the lead author of the 10 year implementation monitoring report. Firms which believe they meet all of the above requirements should submit their qualifications in writing specifically addressing each of the two (2) criteria set forth above to the Contracting Officer. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within ten (10) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
