- Travis AFB intends to award a sole source purchase order to Oldcastle Precast for the following (made on an all or none basis): Services Non-personal: Contractor to supply all tools, labor, materials and transportation. CLIN 0001: 12’ x 15’ Communication Shelter (1 EA) 1215-CS Floor: Antistatic vinyl composition tile to replace the standard VCT. Precast Structure: Doors and Openings: (1) 3’–6” x 7’-0” 18 gauge steel door with 16 gauge steel frame to replace the 3’0” x 7’0” door Locks: (1) Unican Lockset with changeable core to replace standard. Standard lockset with changeable core Door Hood: Door drip cap – 2 ½” wide Openings: Standard openings not to exceed the structure’s deign limitations. Entry / Exit Port: (1) 6” 2-port Waveguide entry port with 2” eye mounted above entry port for messenger cable. (4-total) 10’ drops over cabinets mounted on ceiling: (1) 30-amp, (2) 20-amp and (1) 10 amp feed terminated in a 4 x 4 box mounted under entry port, all fed from UPS. Critical Power Panel: (1) 100A single phase critical power panel with (4) spare 15 amp breakers. 100A single phase fed from UPS. HVAC: Deduct (1) 3-Ton Bard HVAC unit and lead/lag controller. Lighting: Interior: Add (1) 4’ double fluorescent fixture Exterior: Not included as part of this proposal Switches: Add (1) receptacle to be mounted at doorway for additional fixture (customer requests lights to be switched in banks Cable ladder: (20) LF total of 12” cable ladder suspended from ceiling APS UPS: Furnish and install (1) APC Symmetra SYA8K16RMP KVA UPS, 15 min battery for 10 KVA 208/240 VAC single phase input; 120 VAC output, ATS: Installation of customer supplied ATS Alarm Terminal (1) telephone terminal block (with greater than 10 terminals) mounted 3” from ceiling Crane/Set Up Freight to Travis AFB, CA 94535 In accordance with Federal Acquisition Regulation (FAR) 6.302-1(a), full and open competition need not be provided when there is only one responsible source and no other supply or service will satisfy agency requirements. This communication shelter is the only source that has been found to meet the existing AMC’s TACAN System and equipment specifications. All responsible sources may submit a quotation, which shall be considered by the agency. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-26, Defense DCN 20080513, and AFAC 2008-0605. The Federal Supply Class FSC is 5411. The North American Industry Classification System NAICS code is 327390. The Standard Industrial Classification SIC is 3273.
