Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The NAICS Code is 611699 and the size standard is $6.0 million. SPECIFICATIONS/STATEMENT OF WORK 1.The 83rd Civil Support Team is required by 29 CFR 1910-120 to receive annual HAZMAT Technician re-certification training. 2.We request an 80-hour block of instruction, to be offered at Ft Harrison, MT 18-29 AUG 2008. It must meet the following requirements: A. A 40-hour review of general chemistry to include, but not limited to: Periodic table Chemical reactivity/ Decontamination Salts and Non- Salts Acids and bases Alcohols Corrosives Nomenclature and naming Examples relating to Hazmat will be given to accompany instruction. B. A 24-hour block of HAZWOPPER Technician Recertification Training. Instruction is to include, but not limited to these areas: Section 1 Regulations Section 1-1 Regulatory History. Section 1-2 List of Regulations Referenced in 1910.120: Section 1-3 Training Required by 1910.120 Section 1-4 Core Elements of the Safety and Health Plan Section 1-5 Emergency Response Plans Section 1-6 Supporting Written Plans or Programs Section 1-7 Illumination Section 1-8 Sanitation. Section 1-9 Hazard-Communication Standard Section 1-10 Lock-Out/Tag-Out Section 1-11 Other Regulations Section 1-12 Rights and Responsibilities Section 1-13 Interface of 1910.120 With Other Regulations. A 16-Hour block of Advanced Hazmat Chemistry to include, but is not limited to: 1. Chemical reactions involving long chain Hydrocarbons, Alkenes, Alkynes, and Alcohols as they relate Hazardous Chemistry 2. This block of instruction may include chemical warfare agents if time permits 3. This block of instruction is intended to teach, when given unknown, how to identify the processes taking place, where the final product is located, and making an educated guess on what is being produced by the process. D. Total cost of instruction will textbooks and all materials necessary for (25) students. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Other factors considered will be the vendors proposed training curriculum and past performance. Offerors shall ensure that the above factors are listed in their proposals. If training from Offerors meets our requirements set for in the statement of work, price will be the determining factor.
