Description
The USDA, ARS, LSO intends to purchase an imaging system for use with a previously purchased Headwall Hyperspec VS75 SWIR Imaging Spectrograph. The imaging camera must have at least a 320 x 256-pixel detector that can operate from 1000 to 2500 nm and have at least 14-bit resolution and have at least 60 dB dynamic range. The imaging system must have at least a four-stage TE cooler and be able to mount to the previously purchased spectrograph (C-mount). The quote must include installation, alignment (including back-plane focus), and spectral calibration of the imaging system with the spectrograph. The type of interface between the camera and a computer is not specified. However, if the camera interface requires a frame-grabber card, then the frame grabber card must be included in the quote. The system must also include cables for interfacing the camera to a computer and software to capture and build hyperspectral images. Resulting images should be compatible with standard hyperspectral image processing software (e.g., ENVI). A front lens for imaging systems is not included in this requirement. This procurement will be made pursuant to FAR 6.302-1(2) (C)(ii). No telephone inquiries will be accepted. Interested parties should submit written responses including prices and technical data sufficient to determine capability to meet the entire requirement and must be received in this office within 21 calendar days after publication of this notice. The government anticipates award of a contract resulting from this solicitation to the responsive/responsible offeror whose offer conforms to the solicitation and is most price advantageous to the government. This acquisition is being conducted under the Federal Acquisition Streamlining Act, Simplified Acquisition Procedures. The anticipated award date is August 5, 2008. Payment: Any award made under this solicitation is subject to 31 CFR Part 208 that requires all payments made by the government to be made by electronic funds transfer. Vendors may meet this requirement by acceptance of government purchase card or providing a Vendor Express Number. If a company has not previously enrolled in the Vendor Express Program with USDA, they should call the National Finance Center at 1-800-421-0323 for an enrollment package. All offers must include with their quotation a completed copy of FAR 52.212-3 available at www.arnet.gov/far.
