Description
NASA/SSC plans to issue a Best Value Request for Proposal (RFP) for the projectentitled: Construct Cryogenics Control Center and Safe Haven for LH2/LOX Barges atStennis Space Center Mississippi. The work to be performed under this project consists ofproviding the labor, equipment and materials necessary to provide the following: (1) theaddition of a new LH2 barge system flare stack, which entails; certified piping systems,installing the pilot for the flare stack and controls (2) the activation of LH2 BargeDock 3,which entails the fabrication of a certified piping system (4) the activation ofLOX Barge Docks 5 and 6,which entails the structural work for the loading and unloadingplatform, the fabrication of a certified piping system(5) providing a capability fortruck-to-barge LH2 fill, which entails enlarging the concrete deck around the area andthe installation of a certified piping system.There is some lighting modifications thatwill take place in this area of the project. There is some valve work that will takeplace with these certified systems and all of this piping is for cryogenic systems. Cleanliness levels are very important, and (6) construct the Cryogenic Control Center atJohn Stennis Space Center Mississippi. The work consists of site work, concrete, steel,structural, plumbing, mechanical, electrical and other items defined in the ContractDocuments.The order of magnitude for the procurement is between $5,000,000 and $10,000,000, and theeffort shall be completed within 540 calendar days after receipt of the notice toproceed. This procurement is part of the Small Business Competitiveness Demonstration Program. Asa result, all qualified responsible sources may submit a proposal, which shall beconsidered by the agency.The NAICS Code and small business size standard for this procurement are 236210 and $31.0million, respectively. The anticipated release date of the RFP is on or about July 30, 2008, with an anticipatedbid closing date of on or about September 09, 2008. The firm date for receipt of bids oroffers will be stated in the RFP. Offerors are urged and expected to inspect the site where the work will be performed. An organized site visit has been scheduled for August 19, 2008, at 9 AM. Participantswill meet at the South Reception Center, Stennis Space Center, MS. E-mail the names ofindividuals who wish to attend the site visit at least one day priorcharles.j.heim@nasa.gov. An ombudsman has been appointed -- See NASA Specific Note "B". Specifications and Drawings will only be made available on CDROM.
