- This is pre-solicitation notice number 2 by the US Army, CECOM Life Cycle Management Command (LCMC) Acquisition Center with the PEO Intelligence Electronics Warfare (IEW) Prophet Product Management Office providing additional information regarding the Prophet Spiral Enhanced Support Sensor Production and Product Improvement Procurement. The draft solicitation documents continue to be incrementally released, and posted on the Army Interactive Business Opportunity Page (IBOP) under Solicitation Number W15P7T-08-R-W410. The US Army CECOM LCMC has established the IBOP website as part of the Armys Single Face to Industry to allow electronic posting of Solicitation with Request for Proposal (RFP) and other documentation from CECOM LCMC to industry. All parties interested in doing business with CECOM LCMC are invited to access, operate, send and receive information from the IBOP at https://abop.monmouth.army.mil. Product Manager Prophet will conduct an Industry Day on July 30, 2008 and One-on-One sessions on July 31, 2008. Portions of the presentation will be conducted at the unclassified level and portions at TS/SCI. The TS/SCI portion will be limited to 2 appropriately cleared persons from each potential offeror due to space limitations. The One-on-One sessions are unclassified. Potential offerors may submit questions prior to the Industry Day and One-on-One sessions. If preparation time allows, the Government will answer these questions during its briefing. If not, the responses will be posted on the IBOP under the previously referenced solicitation number. However, the Government will not be required to answer all questions. The unclassified portion of Industry Day will be held at Gibbs Hall, Fort Monmouth, NJ commencing at 0900 hours on July 30, 2008. Attendees are requested to arrive 15 minutes early in order to sign in. Gibbs Hall (Fort Monmouth Officers Club) is located on the Sun Eagles Golf Course, Tinton Avenue. The classified portion will be held at the McAfee Center, Building 600, Fort Monmouth, NJ commencing at 1330 hours on July 30, 2008. Attendees are requested to arrive 30 minutes early for in processing into the facility. By July 23, 2008, 1600 hours EDT, interested potential offerors are requested to notify the point of contact below with the following information for the unclassified portion of Industry Day: Company Name Company Cage Code Names of Attendees Company point of contact and contact information By July 23, 2008, 1600 hours EDT, interested potential offerors are requested to notify the points of contacts below with the following information for the classified portion of Industry Day: Company Name Names of attendees Company point of contact and contact information Company security point of contact and contact information Completed Gate Pass forms Security Clearance Information One-on-One sessions with interested potential offerors will be held on July 31, 2008 at a Fort Monmouth location to be determined. The sessions are limited to 4 representatives. The One-on-One sessions will be 30 minutes long scheduled throughout the day commencing at 0900. The One-on-One sessions will be conducted at the unclassified level. The intent of the sessions is to increase understanding of the Government requirements, afford industry the opportunity to surface perceived issues, allow the Government to hear industry responses and comment in general terms, and enable the Government and industry to better understand each other. One-on-Ones do not provide industry an opportunity to brief an intended proposal, provide a Government critique of a potential offerors intended approach, or constitute initiation of the negotiation process. By July 23, 2008, 1600 EDT, interested potential offerors are requested to notify the point of contact below with the following information for the One-on-One meetings: Company Name Names of attendees Company point of contact and contact information Gate Pass forms Offerors requesting a One-on-One session will be notified on July 24, 2008 by the Contracting Office of the time and place of their session. Potential offeror personnel that will attend the classified portion of Industry Day and/or the One-on-One session must submit a completed Gate Pass request to the point of contact below. Only one Gate Pass request is required for those attending both the classified session and the One-on-One. Gate pass information is not required to attend the unclassified Gibbs Hall session. For the unclassified and classified Industry Day sessions and unclassified One-on-One session, provide the information (names, gate pass, POC information) in writing and E-mailed to maureen.tedesco@us.army.mil, Security clearance information/SCI visit request for the classified Industry Day session may be sent via JPAS. A JPAS request shall be sent to the SSO CECOM at SMO Code W1J103. Other forms of SCI visit requests shall be sent to the SSO CECOM, ATTN: AMSEL-SSO, Building 1201 West, Fort Monmouth, NJ 07703. Drivers will be required to present a drivers license and rental car agreement (or vehicle registration and proof of insurance.) The draft unclassified performance specification for the Prophet Spiral Enhanced System has been released. This document is a draft and is subject to change. The classified appendices to the draft unclassified performance specification are also available. Potential offerors requesting a copy shall provide the following information to the point of contact below. Company Name and address Company CAGE Code Security Point of Contact and contact information Secure Fax number capable of receiving a TS/SCI fax. The classified appendices will be faxed only after the Government verifies the offeror has the ability to receive and store TS/SCI material. Alternatively, offerors can request to review the appendices at Fort Monmouth, NJ. Potential offerors submitting the request shall provide the following information: Company Name Names of attendees Company point of contact and contact information Company security point of contact and contact information Completed Gate Pass forms Security clearance information Day requesting access and alternatives Availability of a room in the SCIF may be limited on the requested day(s). So that a room may be reserved and clearances processed, requests should be submitted at least a week in advance. Provide the information (names, gate pass, POC information, date requested) in writing and E-mailed to maureen.tedesco@us.army.mil, Security clearance information shall be sent to the SSO CECOM as described above. THIS NOTICE FOR INFORMATION AND PLANNING PURPOSES ONLY, DOES NOT CONSTITUTE A SOLICITATION FOR BIDS OR PROPOSALS, AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. THE GOVERNMENT WILL NOT PAY FOR ANY EFFORT EXPENDED IN RESPONDING TO THIS SYNOPSIS. The potential offeror has the sole responsibility to monitor the IBOP and Army Single Face to Industry (ASFI) websites on a regular basis for synopsis/solicitation updates.
