Description
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Southeast Fisheries Science Center (SEFSC), located in Miami, FL, intends to establish a fixed price purchase order, base year (12 months) for the purpose of obtaining assistance with fishery dependent data management, data and computer program documentation, and training on a sole source basis from Ms. Patricia Phares, Miami, FL based on the following reasons: 1) Ms. Phares worked in the SEFSC for more than 30 years and for more than two decades she provided data management for assessment versions of various fisheries dependent data sources and provided assistance and advice for stock assessment biologists at the Miami Laboratory; 2) Ms. Phares is uniquely qualified for these tasks because she designed the existing data files and data management system; 3) Objectives of this contract would be for Ms. Phares to complete data management tasks initiated prior to her retirement which her replacement has not yet assumed responsibility for, in order for her to document remaining critical computer files (data sets and programs) on her SEFSC personal computer; 4) To continue training her replacement in the use of various files and programs needed to manage those data sets. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1 (b). Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive responses. However, all responses received within fifteen days after date of publication of this synopsis will be considered by the Government. Responses can be faxed to Carey Marlow at (816) 274-6923 or sent via email to carey.m.marlow@noaa.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a proposal which shall be considered by the agency. Interested firms shall include, in writing, the company name, address, point of contact, telephone number, and business size; a statement regarding their capabilities and qualifications; and sufficient information that describes or demonstrates the firms knowledge of the SEFSC existing data files and data management system. Only affirmative responses to this notice will be evaluated to the extent necessary for the Government to determine whether it is feasible to conduct a competitive acquisition considering demonstrated knowledge of the SEFSC data files and data management system. Submissions received in response to this notice shall be evaluated based on the following criteria: 1) Demonstrated technical ability to successfully provide the required services as stated herein. The applicable NAICS code is 541513 DOC, CRAD requires that all contractors doing business with this office be registered with the Central Contractor Registry (CCR).
