- SYNOPSIS-SOLICITATION, AIRCRAFT LEASE AND FLIGHT TEST SUPPORT The 96 Contracting Squadron, 96 CONS/MSCB at Eglin AFB, Florida intends to solicit and award a Firm-Fixed Price, IDIQ contract for Aircraft Rental and Flight Test Support. This announcement constitutes the only solicitation; a quotation is being requested, and a written request for quotation will not be issued. This solicitation is issued as Request for Quotation (RFQ) Aircraftlease0608. This is a 100% set-aside for Small Business. The North American Industry Classification System (NAICS) code for this acquisition is 532411, with small business standard size of $6.5M annually. Please identify your business size in your response based upon this standard. Performance will be in accordance with the attached Statement of Work. This requirement is for the following items: CLIN 0001: Flight hours, Base Year. CLIN 0002. Local Aircraft Lease, Base Year. CLIN 0003: Non-Local Aircraft Lease, Base Year. CLIN 4003: Non-Local Aircraft Lease, Fourth Option Year. CLIN 4004: Travel, Fourth Option Year. To be paid in accordance with Joint Travel Regulations. CLIN 4005: Labor, Fourth Option Year. CLIN 4006: Parts and Materials, Fourth Option Year. Labor categories are Machinists, Pilots, and Flight Engineers. Interested offerors should complete the attached Exhibit 1. Payment will be made by Government Purchase Card. Source selection will be based on the best value to the government with the price, Vendor's relevant past performance, and the proposal's technical merit (ability to provide the specified aircraft) as judging criteria. In response to the RFP, the Vendor shall provide at least one past-performance questionnaire from a previous, recent (within 3 years) customer. The offeror shall send Past Performance questionnaires (Attachment 3) to each past performance reference. The offerors shall ensure that at least one (1) company giving references of their firm complete the past performance questionnaire and send it to the address listed in the next paragraph. The offeror shall indicate in the proposal/quote which references the questionnaires were sent to. The responsibility to send out the Past Performance questionnaire rests solely with the offeror. Once the questionnaires are completed and sent to the contracting office, the information contained shall be considered sensitive and not releasable outside of the government. Past Performance questionnaires should be sent to the contracting office directly from the company giving references of the offeror's performance. Offerors must ensure that the questionnaires are sent to ALL references and completed within sufficient time. It is the sole responsibility of the offeror to track and ensure that the government receives them no later than the proposal receipt date established in this solicitation. This procurement is being conducted using FAR Part 13.5, Test Program for Certain Commercial Items. Vendor shall provide with the proposal at least one (1) letter of reference from a previous contract for aircraft rental and flying.
