Description
This Request for Information (RFI) is for fixed-wing movement of 20-35 passengers with limited hand-loaded cargo to/from Andrews AFB to/from Guantanamo Bay (GITMO). There is no solicitation package available at this time. USTRANSCOM/TCAQ-R is seeking sources that may be able to provide a dedicated aircraft or to have aircraft available to fly a weekly mission, departing Andrews AFB to GITMO each Tuesday and returning to Andrews the following Thursday, as well as missions on an ad hoc basis. Ad hoc is defined as a nonrecurring request for an unforeseen, immediate requirement. Aircraft must depart within 20 minutes of scheduled departure time at a 90% reliability rate. In the event the scheduled aircraft is not available, a backup aircraft must be available within 6 hours at a 96% reliability rate. Contractor must be DoD approved (obtain CARB certification from AMC). Aircraft must be able to transit from Andrews to GITMO in less than four hours. For the requirement above, all interested parties should respond with: 1. Fixed-wing aircraft type and capacity that is currently available to meet specifications. 2. Provide estimated cost per flying hour and monthly fee for dedicated aircraft (fuel will be reimbursed) for 6 months with a 6 month option period. Also include any other applicable costs. Dedicated aircraft is defined as an airframe exclusively available for government scheduling. 2a. How much lead time is required to schedule ad hoc missions? 2b. Will the cost of the ad hoc missions be the same as the Tuesday/Thursday missions? 3. Provide estimated cost per mission for non-dedicated aircraft (fuel will be reimbursed using a pegged rate) for 6 months with a 6 month option period. Also include any other applicable costs. 3a. How much lead time is required to schedule ad hoc missions? 3b. Will the cost of the ad hoc missions be the same as the Tuesday/Thursday missions? 4. Have you flown the aircraft to be offered for twelve continuous months? 5. Is your company a certificated FAR Part 121 or 135 air carrier? Is your company DOD CARB approved? 6. What suggestions can you offer to make this procurement more efficient?
