Description
This is a combined Synopsis/Solicitation for Commercial Items prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The Request for Quotation (RFQ) number is EA133C-08-RQ-0798. In accordance with FAR 19.5 this action is reserved exclusively for small business concerns. The U.S. Department of Commerce, NOAA, National Ocean Service, Center for Coastal Environmental Health and Biomolecular Research (CCEHBR), Charleston, SC intends to purchase on a FOB destination basis the following service agreement: Full Service and Preventative Maintenance Agreement HVAC/Walk In Freezers, Coolers/Environmental Rooms Scope of Work: Service to include troubleshooting/service calls. There are a total 37 split, one package unit and one widow unit, HVAC system. Site includes 25 stand alone refrigerators, 8 walk in freezers/coolers, 4 walk in environmental rooms (one of these is water cooled) Location: National Ocean Service, 219 Ft Johnson Road, Charleston, SC 29412 Vendor Requirements: All vendors will comply with Government Facility regulations. Technicians trained and certified in HVAC and refrigeration service work. EPA Certification required. Log out Tag out Policy. Provide necessary tools to perform the work. Coordinate with on site lead engineer to access areas where work is to be performed. Provide all reports to lead engineer Trouble Calls: Include approximately 50 trouble calls/repairs per year. See equipment list. Spring (April, May, June): Complete operational cooling checks of all HVAC units. Verify refrigerant charge using a combination of pressure and temperature readings, superheat, super cooling and using electronic liquid line indicator. Fall (September, October, November): Check all heat pumps for proper heating and defrost, check refrigerant levels. Annually (1x): 1. Clean all condenser and evaporator coils 2. Condenser and evaporator fans will be oiled as required. 3. Flush all drains. 4. Complete operation check of unit components. 5. Check all refrigerant levels. HVAC/Coolers/Walk in Freezers 6. Check all compressor and motor amperages. 7. Test all defrosts timers and heaters. 8. Inspect all controls and safety switches. 9. Inspect all wiring and measure voltage drops across contactors. 10. Clean or replace filters as required. Reports Provide written reports of all work done, including a report of refrigerants used or recovered and the amounts. Inform facilities manager or lead engineer of any conditions not considered normal. Security: The C&A requirements of clause 73 do not apply and that a Security Accreditation Package is not required. The period of performance will be as follows: Base year: September 28, 2008 through September 27, 2009 Option year 1: September 28, 2009 through September 27, 2010 Option year 2: September 28, 2010 through September 27, 2011 Offeror should submit unit prices for each period in a quarterly amount. In order to comply with the Debt Collection Improvement Act of 1966, all contractors must be registered in the Central Contractor Registration (CCR) to be considered for an award of a federal contract. For information regarding registration in CCR contact the CCR website at www.ccr.gov/index.cfm. The FSC for this is R499 and the NAICS Code is 238220, the small business size standard is $13 million annually. The government intends to award a firm-fixed price purchase order for this requirement. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26. FAR 52.212-1 Instructions to Offerors-Commercial Items applies. FAR 52.212-4 Contract Terms and Conditions - Commercial Items, FAR 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items, and FAR 52.217-9 Option to Extend the Term of the Contract applies. Clauses may be viewed in their entirety at www.arnet.gov. No Defense Priorities and Allocations System (DPAS) rating is assigned.
