Description
In accordance with FAR Subpart 13.106-1(b) the Centers for Disease Control and Prevention (CDC) intends to issue a sole-source purchase order to the Bay of Bengal Programme (BOBP), in order to respond to a request from the Fisheries Technology Service, Food and Agriculture Organization (FAO) of the United States. This request would allow for the National Institute for Occupational Safety and Health (NIOSH) and FAO, in an international collaborative effort, to examine the relationship between fisheries management practices and commercial fishing safety. The project will examine fisheries management regimes and safety at sea and provide practical guidelines to improve safety. The process will include review and synthesis of scientific literature; case studies from several countries; identification of areas requiring continued research. NIOSH will compile the results in preparation for a four-day FAO Expert Consultation at FAO Headquarters in Rome, in November 2008. The result will be a joint NIOSH/FAO "best practices" document. BOBP will coordinate communications; oversee the project including the coordination of its elements; provide logistical and travel support for Asian and Pacific local investigators; prepare and deliver a report describing key findings for best practices in safety-oriented fishery resource management to NIOSH. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the CDC not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.
