Description
The National Cancer Institute (NCI), Center for Cancer Research (CCR) plans to procure on a sole source basis the production of custom Rabbit Monoclonal Antibodies using either the 240E cell line or derivatives thereof, from Epitomics, Inc.; 863 Mitten Road; Suite 103; Burlingame, CA 94010-1303. The supplies and services herein are defined as commercial, as stated in FAR Part 12 and are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13.501. The North American Industry Classification System code is 325413 and the business size standard is 500 employees. Only one award shall be made as a result of this solicitation. The award will be processed as an Indefinite Delivery Indefinite Quantity (IDIQ), firm fixed price type contract. The period of performance shall be for twelve (12) months from date of award with two (2), one (1) year options. Minimum number of antibodies is 5 and the maximum number of antibodies is 30, for the base year and each option. CCR/NCI requires a contract for the development of custom rabbit monoclonal antibodies generated through fusion of spleen cells of immunized rabbits with Rabbit Plasmacytoma cells (240E or their derivatives). The antibodies will be directed against specific proteins relevant to Cancer and HIV/AIDS research. Epitomics is uniquely qualified to design, develop and deliver the antibodies as part of a comprehensive research program. Epitomics is the only source known to the NCI that has an exclusive license for the 240E cell line that was developed by Katherine Knight at Loyola University. The founders of Epitomics cloned the cells and isolated derivatives that are more stable and more productive than the parental cells. These improved cells are used in their protocols for development of rabbit monoclonal antibodies. This notice is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Contractor shall provide one (1) original and one (1) copy of the capability statement. Capability statements must be received in the contracting office by 11:00 AM ET, July 25, 2008. It is the contractors responsibility to ensure all questions have been received in the contracting office. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. No faxed or emailed capability statements will be accepted. In order to receive an award, contractors must be registered and have valid certifications in the Central Contractor Registration (CCR) and the Online Representations and Certification Application (ORCA).
