- This is a combined synopsis/solicitation for commercial items (non-personal services), prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ). Submit only writtenquotations for RFQ F3N0528177A002. This procurement is unrestricted. The associated NAICS code is 611430. This procurement consists of providing all labor, supplies, materials, supervision, transportation, equipment and all necessary for the contractor to provide a 40 hour (over five day) NFPA Course in the Installation, Inspection and, Maintenance of Fire Suppression and Fire Detection Systems for 25 students. Class shall cover the requirements of NFPA 13, 25 and 72. Work to be completed on Ramstein AB, Germany. Contractors quote to include but not limited to a break down of all travel expenses (ie. Flight, hotel / lodgings, food, etc.) The following FAR Provisions and Clauses are applicable to this procurement. FAR 52.212-1, Instructions to Offerors-Commercial Items is hereby incorporated by reference (Jun 2008). Solicitation provision at FAR 52.212-2, Evaluation-Commercial Items (Jan 1999), is hereby incorporated by reference. The Government will award a Purchase Order resulting from this solicitation to the responsible offeror that is most advantageous to the government. Offerors are reminded to include a completed copy of the provision at 52.212-3, Offerors Representations and Certifications Commercial Items (Jun 2008) and 252.212-7000, Offeror Representations and Certification (Jun 2005) Items with its offer. Provision/Clauses can be obtained at http://farsite.hill.af.mil/vffara.htm. The following clauses are hereby incorporated by reference.52.212-4, Contract Terms and Conditions Commercial Items (Feb 2007), 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items (Jun 2008). Specifically the following clauses cited are applicable: (b)(11) 52.222-21, Prohibition of Segregated Facilities (Feb 1999); (b)(21) 52.225-13, Restriction on Certain Foreign Purchases (Jun 2008) (E.O. 12722, 12724, 13059, 13067, 13121, and 13129), and (b) (24) 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration (31 U.S.C. 3332) (Oct. 2003). The clause at DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statues or Executive Orders applicable to Defense Acquisition of Commercial Items (Mar 2008), applies to this solicitation. Specifically, the following clauses cited are applicable: DFARS 252.225-7001, Buy American Act and Balance of Payment Program (Jun 2005) and DFARS 252.247-7023, Transportation of Supplies by Sea (May 2002). FAR 52.212-4, Contract Terms and Conditions--Commercial Items (Feb 2007), applies to this solicitation. Addenda to FAR 52.212-4: The following additional clauses apply to this solicitation: 52.237-2, Protection of Government Buildings (Apr 1984) and 5352.242-9000 Contractor access to Air Force installations (Aug 2007). The following provisions apply to this solicitation: 52.252-1, Solicitation Provision Incorporated by Reference (Feb 1998); and 252.204-7004, Required Central Contractor Registration (SEP 2007). Signed and dated quotes must be submitted to 700 CONS/LGCC, UNIT 3115, APO AE 09094, ATTN: SrA Robert L Lieder III and MSgt Jacqueline Y. Hatten, not later than 12:00 pm local time on 22 July 2004.
