- REPLACE THE ORIGINAL COMBINED SYNOPSIS/SOLICITATION WITH THE FOLLOWING: (i) This is a combined synopsis/solicitation for commercial services prepared in accordance with the format found in FAR subpart 12.6 - STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERICAL ITEMS-as supplemented with additional information included in this notice. This synopsis constitutes the only solicitation, as quotes are being requested at this time and a written hard-copy of the solicitation will not be issued. (ii) This solicitation is a Request for Quotation (RFQ), EA133E-08-RQ-0664, and is being issued using simplified acquisition procedures pursuant to FAR subpart 13.5 - TEST PROGRAM FOR CERTAIN COMMERCIAL ITEMS. (iii) The solicitation document and incorporated provisions and clause are those in effect through Federal Acquisition Circular 2005-26. (iv) The North American Industry Classification System (NAICS) Code for this procurement is 541990 with a small business size standard of $6.5 million. This acquisition is unrestricted and all interested offerors may submit a quote. (v) The National Oceanic and Atmospheric Administration has a requirement to develop a one-stop drought monitoring portal which will be a conduit of drought early warning information. This portal will provide a refined set of links and access tools to information about drought on the national, state, and local level. Services under this contract shall also include help desk support and coordination of working group meetings and workshops. The work to be accomplished under this contract will be a continuation of work done under a previous contract with the University of Nebraska's National Drought Mitigation Center (NDMC). All interested Contractors shall provide a firm-fixed-price quote for the following line items, based on a 12 month period of performance (monthly billing): 0001 - Portal Development 0002 - NIDIS Preparedness Working Group 0003 - Help Desk Support (vi) The description of the required services is as follows: Purpose National Integrated Drought Information System (NIDIS) team members are developing a one-stop drought monitoring portal, which will be a conduit of drought early warning information. This portal will provide a refined set of links and access tools to information about drought on the national, state, and local level. As part of this effort, the National Climatic Data Center (NCDC) seeks to contract for development of Phase II of the NIDIS portal. Scope of Work The work to be accomplished in Phase II shall be a continuation of work done under a previous contract (Phase I). The contractor shall continue with content, data, and tool development, which will be integrated through the NDMC web site into the NIDIS Portal housed at NCDC (http://www.drought.gov). The contractor shall be responsible for coordinating with the eight NIDIS portal committees to develop, format, and integrate the content and/or data into the portal. Work shall also include Help Desk support and coordination of working group meetings/workshops. The contractor shall keep the NIDIS office and NCDC updated on progress and shall coordinate their integration when appropriate. Monthly teleconferences shall be utilized in coordinating this effort with the NIDIS Portal Team. Task 1 Portal Development: The contractor shall continue with content, data, and tool development, which will be integrated through the NDMC web site into the NIDIS Portal housed at NCDC. All elements to be integrated must adhere to NOAA IT and Section 508 Compliance standards. Content development work will focus on selection and refinement of scientific information related to all aspects of drought in the United States. Data and tool resource contribution will focus on web mapping services expertise. Deliverables for Task 1 The contractor shall provide content sections for integration into the drought portal, plus web mapping service-compliant data, shapefiles, and other standard geographic information for integration into the portal that meets Open Geospatial Consortium standards and recommendations and complies with federal rules and best practices. Task 2 NIDIS Preparedness Working Group: The contractor shall coordinate the NIDIS Preparedness Working Group. An annual meeting and workshops consisting of working group members shall be held to solicit feedback from working group members on the NIDIS Portal. The number of workshops is dependent on NIDIS funding for pilot projects, however, 4-5 workshops are anticipated. NIDIS Implementation Team Working Group meeting arrangements, including travel, will be supported through this task. Specific location for the annual meeting and workshops is not known at this time. It is likely one will be in the Colorado River Basin, one in the Southeast U.S., one in the Central U.S., and one in the mid-Atlantic area. Deliverables for Task 2 Quarterly working group reports, including a web-ready summary of findings, will be provided to NCDC for incorporation into the portal. Task 3 Help Desk Support: The contractor shall provide Help Desk support for questions that come into the general NIDIS Portal queue. Desired time for response is 3 working days. Support shall consist of answering scientific drought questions, media requests, or directing callers to the appropriate scientist or contact within the NIDIS Office, Portal Team, NOAA, USDA, USDI, or other partners at the state or basin level when applicable. This will tie NIDIS into the already existing drought network that the NDMC maintains with the U.S. Drought Monitor and state drought planners around the United States. Deliverables for Task 3 Quarterly summaries of help desk activities, including a web-ready summary of findings, will be provided to NCDC for incorporation into the portal. Security Requirements The C&A requirements of clause 73 do not apply and a Security Accreditation Package is not required. (vii) The contract shall be effective on August 1, 2008 or date of award, whichever is later, and shall continue in effect during the period ending 12 months after the date of the contract. (viii) FAR 52.212-1, Instructions to Offerors -- Commercial Items (April 2008), applies to this acquisition. Paragraph (f), Late submissions, modification, revisions and withdrawals of offers is deleted in its entirety. Addendum to FAR 52.212-1: Proposal Content The Contractor shall submit and original and 2 copies of their proposal. The proposal shall not exceed 20 pages in length and shall include: •Resumes of Project Leader, Technical Lead, and Content Lead. •Descriptions of proposed means of accomplishing the requirements of this SOW. •Past performance information. •All other attachments. (ix) FAR 52.212-2, Evaluation - Commercial Items (Jan 1999), applies to this acquisition. Award shall be made to the quoter whose quote offers the best value to the government. The Government will evaluate information based on the following evaluation criteria, listed in descending order importance: (1) Technical Approach (2) Personnel Qualifications and Experience, and (3) Past Performance. Technical approach, personnel qualifications and experience and past performance, when combined, are slightly more important than price. 1. Technical Approach shall demonstrate the extent to which the offeror's quote demonstrates knowledge and experience necessary to provide the services listed in the Statement of Work, including knowledge of the drought mitigation issues and community, as demonstrated by a discussion of the significance of drought impact issues that have a climate component within a working group of community members. 2. Personnel Qualifications and Experience shall demonstrate the extent to which the offeror addresses personnel qualifications including related education, experience, and training as it relates to the following designated key positions: (1) Project Leader - Masters Degree in Geography or a related field. Should have experience overseeing successful projects of similar size and scope. Should have experience with climate, drought, and water management issues. Alternate experience or credentials will be considered. (2) Technical Lead. Substantial experience overseeing Web site technical implementation services on hosted networks is preferred. Specific experience in implementing sites for clients with similar complexity as the U. S. Drought Portal is expected. Masters Degree in Geography, Geosciences, Meteorology, or related field is preferred. (3) Content Lead. Substantial experience in education and outreach related to drought is required. Incorporation of education and outreach materials into web infrastructure is required. Masters degree in journalism, natural resources, or related field is preferred. 3. Past Performance shall demonstrate the extent to which the offeror's proposal demonstrates successful past performance on contracts of similar size and scope within the past five (5) years. This shall be done by describing current and past work of a substantially similar or identical nature in such a manner that an evaluation can be made of the performance history and relevance of this experience to the requirements of the solicitation. Each contract reference shall include: (a) contract or purchase order number; (b) name and address of firm or government agency; (c) point of contact; (d) contracting officer; (e) current telephone number; (f) technical representative name; (g) technical representative telephone number and e-mail address; (h) estimated value of contract; (i) date contract awarded; (j) period of performance of the contract (including extensions); (k) outline of how the contract effort is substantially similar or identical in nature to NCDC's requirement, with a brief technical description sufficient to permit ready assessment of the described project's relevancy to the NCDC requirement. It is not sufficient to simply note that it is similar in magnitude and scope. Vendors lacking relevant past performance history will not be evaluated favorably or unfavorably on past performance. The Government reserves the right to obtain information for use in the evaluation of past performance from any and all sources, including sources outside of the Government. 4. Price. (x) In accordance with FAR 52.212-3 Offeror Representations and Certifications - Commercial Items, offerors must complete annual representations and certifications on-line at http://orca.bpn.gov. If paragraph (j) of the provision applies, a written submission is required. (xi) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items (Feb 2007), applies to this acquisition. The following additional Commerce Acquisition Regulation (CAR) clause is applicable to this acquisition: 1352.239-73 Security Requirements for Information Technology Resources (xii) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition.
