Description
The Department of Commerce, National Oceanic and Atmospheric Administration, Marine and Aviation Operations, Marine Operation Center, has a requirement for dockside repairs to NOAA vessel OSCAR DYSON. The contractor shall provide all facilities, supervision, material, and labor necessary to perform modifications, repairs, and preservation to NOAA vessel OSCAR DYSON. The location for dockside repairs will be at a Government provided facility or the contractor's facility, and will be determined prior to issuance of the solicitation. Performance of work is scheduled to begin October 21, 2008 and complete December 19, 2008. The vessel will be available for pre-bid inspection at a Puget Sound location, August 29, 2008. A pre-bid inspection can be arranged by calling the vessels Port Engineer at (206) 553-1695. The work consists of approximately 22 basic items, and 19 optional items. Basic work includes, but is not limited to: Vent System cleaning; repair/replace Vent System E10 Fan Motor; Pump repairs; install Galley Serving Line Sneeze Shield; install Emergency Lights in Hospital and Access Trunk; repair WT Doors and Hatches; repair/replace Anchor Windlass Components; Distilling Plant service; MSD Plant service; repair leak by ES60 in Transducer Void; replace Egg Pump; Boriscope inspect Areas of Sea Water Piping; weight test Rescue Boat Davit; test Relief Valves; Chilled Water Plant maintenance; replace Generator Set Resilient Mount Fasteners; clean Trawl HPU Flat Plate Heat Exchanger; provide Starting Air System Redundancy; repair/replace Potable Water System Components; service Anti-Roll Tank Dump Valves. Optional Items include, but are not limited to: mod Fire Station Boxes; move Handle for Operating Fish Table Gate; fabricate and install Trawl Ramp Door Cover Plate; install 01 Level Wave Breaker; install Fold Down Stanchions at Peggy D Deck Edge; extend Halyard Poles on the Mast; install Portable Safety Barrier at Shaft Alley Access; improve Wet Lab and CTD Garage Drainage; Additional General Announcing Speakers; Sprinkler System for AMR; replace corroded Centerboard Hydraulic Fittings; extend Incinerator Exhaust; install SW to CW Heat Exchanger for stable AC Plant operation; sound insulate Main Machinery Room Hull Frames; relocate Lights and Air Stations in Lab Spaces; Galley Plumbing and Sheet Metal Modifications; install Foundation and Power for U-tow Winch; install Fixed Galley Tables with Integral Chairs; recharge C02 Cylinders with Nitrogen Mixture. General Vessel specifications: Length 209ft; Breadth 49.2ft; Draft (Centerboard retracted) 19.4ft, Centerboard extended ft 29.7ft; Full Load Displacement 2,479 metric tons. The NAICS code for this procurement is 336611 and the size standard is 1,000 employees. Any resulting contract will be awarded as a firm-fixed price contract.
