- This synopsis is being posted to both the Federal Business Opportunities (FBO) webpage located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) website located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. This is a combined synopsis/solicitation for one each of the following: CLIN 0001: 500 MHz Broadband Signal Analyzer and Generator (BSAG) System with the following: 500 MHz instantaneous bandwidth (4 dB typ) 4 GB of shared high speed signal memory, and 10 MHz to 18 GHz RF input range w/ 4 Hz tuning resolution. System should include the following: a) dual Xeon 3.2 GHz controller running Linux. Includes 4 GB system RAM, 80 GB removable system hard drive, 73 GB removable data hard drive, DVD-R/W drive, 10/100/1Gb Ethernet interface (x2), serial interface, USB 2.0 interface (x2, video interface, keyboard & mouse interface, b) RF input module with 10 MHz to 18 GHz frequency range, 500 MHz bandwidth (4 dB typ) 10 dBm maximum input with no attenuation, 25 dB attenuation input control, and synthesized LOs w/ 4 Hz tuning resolution. Includes software-controlled switch for baseband and RF band selection, c) RF output module with 10 MHz to 18 GHz frequency range, 500 MHz bandwidth (4 dB typ)-10 dBm maximum output with no attenuation, 25 dB attenuation output control, and synthesized LOs w/ 4 Hz tuning resolution. Includes software-controlled switch for baseband and RF band selection, d) digitizer/memory with 8 bit high performance 1200 MSps ADC, 1200 MSps DAC, and 4 GB shared signal memory. Also include the following: Synthesized low phase noise time bases, precision 10 MHz internal reference, four rack mount chasses (11U total), keyboard, mouse and 17 flat panel display, BSA-BASIC control and monitoring SW app, VSS-BASIC control and generating SW app, local control only, and a user manual; CLIN 0002: Upgrades shared signal memory from 4 GB to 12 GB; CLIN 0003: 70 MHz bandwidth capability with 12 bit ADC, 12 bit DAC, digital tuners, IF converters, and GUI SW which allows user selectable bandwidths of 70, 10.5, 5.25, 2.6, 1.3, 0.6 and 0.3 MHz with 210 MSps sample rate. Cannot operate simultaneously with 500 MHz mode. Can be factory installed in system if ordered; CLIN 0004: Add 500 GB RAID storage system to CS65150F to increase memory to disk transfer rates from 50 MB/s to 250 MB/s typical; CLIN 0005: Add dual monitor video graphics accelerator card for controlling two high resolution (1600 x 1200) DVI monitors; CLIN 0006: GPS receiver, antenna, cable, and software.to provide long, lat, elevation, and UTC time stamp to recorded data files. Also include 1 PPS output; CLIN 0007: 15U shock mount transit case for system w/ power distribution unit. Include removable casters. System can be installed in transit case if ordered; CLIN 0008: Bundled BSA analysis software that includes the following modules: BSA-BASIC(FILE), BSA-PSK/QAM, BSA-PSK/QAM Est, BSA-PSK/QAM Burst, BSA-PSK/QAM Gain/Phase Est, BSA-CH PWR, BSA-FSK BURST, BSA-ASK BURST, BSA-FSK, BSA-ASK, BSA-AM/FM/PM, BSA-PULSE, BSA-MODULATION DOMAIN, BSA-ESP, BSA-SV DDC, BSA-FM DBL DMOD, BSA-SW SEQ, BSA-SAT; CLIN 0009: Bundled VSS generation software that includes the following modules: VSS-PSK/QAM, VSS-FSK/MSK, VSS-AM/FM/PM, VSS-AGILE, VSS-PNG, VSS-GAIN/PHASE, VSS-MIX, VSS-PULSE, VSS-ETSI, VSS-TIA, VSS-SW SEQ; CLIN 00010: BSAG remote control software of standard commands via TCP/IP messaging via the Ethernet interface. For both BSA and BSG controls; CLIN 0011: Site integration and 5 days training at customer facility; CLIN 0012: Additional 80 GB IDE hard drive cartridge with system and application software installed; CLIN 0013: QUANTITY Four (4) of the following: Rack slides for chasses (one per chassis). FAR Part 12 will be used to acquire this commercial equipment and Request For Solicitation Number N00178-08-R-3043 applies. The North American Industry Classification Systems (NAICS) Code is 334515 and has a small business size standard of 500 employees. This solicitation document and incorporated clauses and provisions are those in effect through Federal Acquisition Circular 2005-25, Effective 22 May 2008 & DFARS Change Notice dated 13 May 2008. Additionally, DFARS Clause 52.211-7003 entitled Unit Identification and Valuation (JUNE 2005) will be included in the resultant firm, fixed priced contract. A best value award will be made to the responsible offeror with the lowest priced, technically acceptable offer). The closing date for Solicitation Number N00178-08-R-3043 is 22 July 2008 at 2:00 pm. Eastern Time. Anticipated Award Date is 28 July 2008. The firm, fixed priced offer shall be based on F.O.B. Destination, NSWCDD, 6220 Tisdale Road, Dahlgren, VA 22448-5110. Delivery of the analyzers is desired by 28 October 2008.
