Description
NASA/JSC has a requirement for maintenance and modification of assigned aircraft atNASA Johnson Space Center (JSC), Houston, TX, Dryden Flight Research Center (DFRC),Edwards, CA, and Langley Research Center (LaRC) Hampton, VA. The proposed services willinclude the maintenance of a variety of aircraft airframes, engines, appliances, andequipment in support of flight operations at JSC, DFRC, and LaRC. The support of flightoperations at these Centers will require quality control, engineering, and logisticsservices. Options will include flight operations support services at JSC and DFRC, anddocument production support services at JSC. The contract will include an option for anincremental increase of effort if required during contract performance. The period ofperformance will be three years (if all options are exercised), to include a base periodof March 1, 2009 through February 28, 2010 with two 1-years options, March 1, 2010through February 28, 2011, and March 1, 2011, through February 29, 2012. NASA/JSC intends to purchase the services from Computer Science Corporation (CSC),Applied Technology Division. This procurement will be supported by a Justification ForOther Than Full And Open Competition pursuant to 10 U.S.C. 2304(c)(1) and FAR6.302-1(b)(1)(ii). Only CSC has the unique knowledge of all the aircraft required tosupport the Space Shuttle Program and International Space Station during the period oftransition to the Vision for Space Exploration, allowing development of more exactingcontract requirements for a future competitive contract. The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon July 30, 2008. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
